REGULAR PLANNING COMMISSION MEETING MINUTES NOVEMBER 10, 2016 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, NOVEMBER 10, 2016, AT 7:00 P.M., BY CHAIRMAN McCLELLAN. ROLL CALL Present: Durkee, Kaminski, McClellan, Moore, Rix, Weinert, Zink Absent: Frank Others: City Planner Jeschke, City Clerk Stagl Visitors: John Warn, Tom Hebel, John Koch, Alison Koch, John Culcasi, Jeff Schroeder and Amanda Minaudo from Macomb County Motion by Moore, seconded by Zink, to excuse Commissioner Frank from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Rix, seconded by Moore, to approve the minutes of the September 22, 2016, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Kaminski, seconded by Weinert, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING Macomb County to facilitate public hearing on Master Plan update. PCM: 10/13/2016 Page 1 of 3 The public hearing was opened at 7:02 p.m. Jeff Schroeder explained the process for the updating of the City’s Master Plan. Part of the process was to solicit ideas from the community and to generate discussion on items that we want to see in our master plan. Amanda Minaudo briefed the Commission and the public on the purpose of the Master Plan. Some of the key points of the Master Plan was to examine conditions, look at land use, and get input from stockholders and to develop goals. Getting input from the Community is essential to determine what residents and businesses want to see in the City. Individuals present had identified favorable and undesirable areas in the City. Discussion on the traffic along M19 and the possibility of getting another traffic light. Jeff Schroeder indicated that Macomb County Planning can work with MDOT to see what types of options/solutions may be available. Discussed the character areas throughout the City, what brings people to the downtown area and what types of businesses we need in the City. Some suggestions for bringing people into the downtown area were to have all the businesses have 1 or 2 days per week that they were open later, also special events could be held to bring people into the downtown area. Discussed the residential character areas and what people like about the neighborhoods. Some items noted were: excellent City services, walkable community, friendly atmosphere, well run. Discussed housing needs and it was noted that we needed more affordable housing. Discussed recreation needs. Some of the items listed as wants: splash park, dog park, ice arena, indoor pool, band shell, age appropriate play structure, skate park enhancements. Discussed how to develop a resilient community: target core industrial areas for investment that will enhance the City’s tax base and employment opportunities; stimulate economic development through creative and transformative projects that will strengthen community services and create employment opportunities for the City and surrounding areas. The next steps in the process were outlined: Distribute online Community survey – November Develop goals and objectives – December Final draft of Master Plan and the City Council approves the 63 day public review and comment period – March PCM: 10/13/2016 Page 2 of 3  Planning Commission hold a public hearing and approves the Master Plan – April Council adopts the Master Plan – June The public hearing was closed at 9:20 p.m. ITEMS FOR CONSIDERATION B-1. Determination of survey questions to further gather public input The Planning Commission had received two different samples of survey questions. The Commission was asked to review these samples and to let the City Planner know which set of questions they preferred.
