REGULAR PLANNING COMMISSION MEETING MINUTES FEBRUARY 9, 2017 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, FEBRUARY 9, 2017, AT 7:00 P.M., BY CITY CLERK STAGL. ROLL CALL Present: Durkee, Frank, Kaminski, Moore, Rix, Weinert Absent: McClellan, Zink Others: City Planner Jeschke, City Clerk Stagl Visitors: None Motion by Rix, seconded by Moore, to excuse Commissioner Zink from tonight’s meeting, due to being out of town. All yeas Motion passes Motion by Moore, seconded by Kaminski, to appoint Tim Rix as the acting Chairman for tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Moore, seconded by Weinert, to approve the minutes of the January 12, 2017, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. PCM: 02/09/2017 Page 1 of 4 CORRESPONDENCE City Council Meeting Minutes of January 3, 2017 Motion by Kaminski, seconded by Moore, to receive and file the correspondence as presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Moore, seconded by Weinert, to adopt the Agenda as amended: Add item B-2. - Discussion on Rezoning Request from last month. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION B-1. Required One-Year Review of a Special Condition Use for a home- based business/35649 Orchard Lane City Planner Jeschke informed the Commission that the original request was considered and approved by the Planning Commission in December of 2015. When it was approved, a condition was included that ordered a one-year review of the use and the impact on the surrounding neighborhood. The home-based business specializes in firearms accessories as well as the occasional firearm sale. All firearms, ammunition and supplies are kept in locked safes while being stored at their home. City Planner Jeschke further stated that the applicant has abided by the rules that have been established for Home Based Businesses and no complaints regarding the operation of this business have been received. The City Planner is recommending approval of the one-year review and requesting that no further reviews be required. PCM: 02/09/2017 Page 2 of 4 Motion by Kaminski, seconded by Frank, to approve the required one-year review of a Special Condition Use for a home-based business specializing in firearm accessories (clips, holsters, gun cleaning kits, reloading supplies, and some ammunition) as well as web based firearm sales on 0.22 acres location at 35649 Orchard Lane (APN: 50-07-03- 35-284-015), subject to the following. 1. The applicant has operated the business in a manner that is compatible with the surrounding neighborhood; with no need for further required reviews. All yeas Motion passes B-2. Discussion on rezoning Request from Last Month City Manager Moore indicated that Commission members felt that they did not have enough information regarding the rezoning request presented last month. Since then, the City Planner and City Manager have met with the Developer and potential buyer of this property. They would be willing to present additional information regarding their proposal, but they would like the Planning Commission to reconsider their rezoning request. The motion to reconsider would have to be made by one of the individuals who had voted against the motion last month. Commissioners indicated that they were happy this issue was coming back before the Commission. Motion by Kaminski, seconded by Frank, to reconsider the requested rezoning from RM-1 (Multiple Family Residential) to B-3 (General Business) of 6.75 acres of property located at 37305 31 Mile Road. All yeas Motion passes Motion by Kaminski, seconded by Frank, to postpone the consideration of the requested rezoning from RM-1 (Multiple Family Residential) to B-3 (General Business) of 6.75 acres of property located at 37305 31 Mile Road until such time as the applicant brings back more information. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Planner Jeschke informed the Commission that Macomb County Planning and Economic Development Department had scholarships available for one interested Commissioner who wanted to attend the Citizen Planner Program offered by Michigan State University Extension Office.
