THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION
WAS CALLED TO ORDER ON THURSDAY, MARCH 9, 2017, AT 7:00 P.M.,
BY CHAIRMAN McCLELLAN.

Motion by Rix, seconded by Kaminski, to excuse Commissioners Majchrzak and
Moore from tonight’s meeting, due to being in attendance at the Citizen Planner
Meeting.

Motion by Rix, seconded by Zink, to excuse Commissioner Frank from tonight’s
meeting, due to illness.

APPROVAL OF MINUTES
Motion by Rix, seconded by Kaminski, to approve the minutes of the February 9,
2017, regular meeting as presented.

PUBLIC HEARING
A-1. REZ-03-2017/Rezoning of 69372 Stone, 36000 Park and 36082 Park
From RT and R-3 to PSP
Motion by Rix, seconded by Kaminski, to open the Public Hearing at 7:03 p.m.

City Planner Jeschke informed the Commission that these properties were purchased by
the City of Richmond to allow an expansion of the Richmond Historical Village. These
properties were previously zoned RT and used as residential. The City purchased these
properties and demolished them in July of 2016. The properties to the north and east
are designated as Public-Semi-Public.
No comments were received from those present.
The Commission was presented with written comments from one City resident:
Cindy Gajda, 69446 N. Forest, was opposed to the rezoning for the following
reasons: 1) Loss of residential property in the area, she believes will open the door to
more homes being torn down in the area; 2) The change of the area to parkland will
cause more people to come to the area, which will raise the crime rate and 3) The
addition of park land in the area will cause her property values to go down.

Motion by Rix, seconded by Kaminski, to close the public hearing at 7:06 p.m.

ITEMS FOR CONSIDERATION
B-1. REZ-03-2017/Request for a Rezoning from RT and R-3 to PSP/69372
Stone, 36000 and 36082 Park Street
City Planner Jeschke stated that the rezoning of these properties will allow the property
that was purchased by the City for the Bailey Park expansion to have the same zoning as
Bailey Park. It was the recommendation of the City Planner that the rezoning request be
approved.
Motion by Kaminski, seconded by Zink, to approve the request rezoning from RT and
R-3 to PSP of approximately 0.80 acres of property located at 69372 Stone Street,
36000 Park Street and 36082 Park Street (APN’s: 50-07-03-35-479-009, 014 and 011
respectively), for the following reasons:
1. The proposed zoning classification of PSP (Public/Semi-Public) will confirm to
the proposed use of park land associated with the expansion of Bailey Park.
2. The proposed rezoning will not constitute either Spot Zoning or Exclusionary
Zoning.

B-2. PIR-01-2017/City of Richmond/Request for Public Improvement
Review of the conceptual site plan for the Bailey Park Addition on
property located at 69372 Stone Street, 36000 Park Street and 36082
Park Street
City Planner Jeschke informed the Commission that the Public Improvement Review of
the conceptual site plan for the Bailey Park addition was being presented pursuant to
Section 61 (1) of the Michigan Planning Enabling Act. The City of Richmond in
cooperation with the Richmond Area Historical and Genealogical Society have worked
on plans to expand Bailey Park and the Richmond Historical Village footprint. The plan
has been agreed-to, in principal, by the City Council. The conceptual plan indicates
three new structures on the site as well as a fourth structure that exists, but will be
augmented to fit their needs. Any proposed future buildings would have to come before
the Commission for approval.
Zink – Indicated that he wanted to make sure we retain some type of a berm between
these parcels and neighboring residential properties – we want to be good neighbors.

Motion by Kaminski, seconded by Rix, to approve the Public Improvement Review of
the conceptual site plan for the Bailey Park Addition on 0.80 acres of property located at
69372 Stone Street, 36000 Park Street, and 36082 Park Street (APN’s: 50-07-06-03-
35-479-009, 014 and 011 respectively), subject to the following conditions:
1. The approval shall only apply to the conceptual layout of the property. When it
becomes time to add a structure(s) to the property, a site plan review shall be
performed to ensure compatibility with the surrounding area.
2. This approval shall allow the placement of the red prairie-style barn toward the
center of the property as shown on page 8 of the RAHGS Information packet.

B-3 Macomb County Presentation on Survey Results and formulation of
Goals and Objectives
Amanda Minaudo, from Macomb County Planning, briefed the Commission on the
results of the survey. The City received 110 responses to the survey.
Jeff Schroeder distributed to the Commission the Goals and Objectives section of the
Master Plan, which included proposed new language and action items. Jeff asked that
the Commission review this information and get any of their comments to Troy.
The next step in the process will be for Macomb County Planning to sit down with Troy
and go over the future land use map.
MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Planner Jeschke – Currently working on combining some sections of the Master
Plan
COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS
Weinert – Reminded everyone that the barn clean out was scheduled for Saturday at
9:00 am
- Next Saturday a Historic Tea is scheduled.
Kaminski – Commented on the poor condition of the shopping center parking lots.
Mayor Rix informed the Commission that the Administration has been working on this
issue with the owner and the courts.
