All yeas Motion passes PUBLIC HEARING A-1. TXT-01-2017/City of Richmond/Text Amendment to Article 13 (Signs) and Article 25 (Definitions) of the City’s Zoning Ordinance Motion by Moore, seconded by Weinert, to open the Public Hearing at 7:02 p.m. All yeas Motion passes City Planner Jeschke informed the Commission that the proposed text amendment was to clarify two things: 1) the difference between animated copy and changeable copy signs and 2) add a requirement that changeable copy shall not be allowed to cycle more frequently than once every ten seconds and prohibit animated copy. No public comments were received. Motion by Moore, seconded by Kaminski, to close the Public Hearing at 7:03 p.m. All yeas Motion passes ITEMS FOR CONSIDERATION B-1. PIR-04-2017/City of Richmond/Public Improvement Review proposed sanitary sewer improvements City Planner Jeschke informed the Commission that the Public Improvement Review was for proposed sanitary sewer improvements running along the western edge of the Richmond Community Schools property from the Mar-Mac lift station southward to the Richwood Lane Lift Station. The City is proposing a 25-foot wide sanitary sewer easement along the western boundary of the Richmond Community Schools property. The easement will extend from Division Road southward approximately 2,600 feet. Within the easement, the city will have approximately 1,596 feet of sanitary sewer installed from the Mar-Mac Life Station southward. The useful life of the equipment in the Mar-Mac lift station is coming to an end. The Public Service Director has examined both the cost to rebuild the existing lift station and potential alternative. With the installation of the Richwood Lane Lift Station, an alternative means of dealing with the sanitary sewer from Stoecker Lane and the Middle School was available that was not available at the time the Mar-Mac Lift Station was originally installed. PCM: 11/09/2017 Page 2 of 5  APPROVED 12/14/2017 The Public Service Director and the City Manager have met with the school board and they are in favor of the proposed changes. With the construction of the proposed sanitary sewer improvements, the current Mar- Mac pump station will be abandoned Motion by Frank, seconded by Kaminski, to approve the Public Improvement Review of the sanitary sewer improvements running along the western edge of the Richmond Community Schools property from the Mar-Mac Lift station southward to the Richwood Lane lift station. SPR-04-2017/Teltow Contracting/Conceptual Site Plan Review/West Richmond Subdivision City Planner Jeschke informed the Commission that the applicant was requesting a conceptual site plan review for a 59 lot site condominium development, being proposed on 25.5 acres of property located directly west of the Richwood Forest Subdivision. City Planner Jeschke briefed the Commission on the site plan review procedure for a condominium project, as follows: A. – Conceptual Review B. – Condominium Site Plan Review C. – Out Agency Permits or Approvals D. – Condominium Construction Plans. The Conceptual Review was before the Commission tonight. This will allow the Commission to give input to the developer and to make any changes to the conceptual plan. The 25.5 acres of property is zoned R-3. Due to some natural feature, the developer is proposing a less dense development – very similar to the surrounding developments. John Monte, the engineer for the project, indicated that he has been made aware of the changes recommended by the City Planner and he has no problem with any of them. Rix questioned the reason for the detention basin. City Planner Jeschke informed the Commission that the State required any development to have a detention basis. Ken Kingsley, the City’s Engineer, further explained that developments have to meet the Clean Water Standards. He further explained that the Fistler Drain would not be large enough to handle the water run-off from any new development. Therefore, the detention basins collect the run-off and slowly release storm water to the drain PCM: 11/09/2017 Page 3 of 5  APPROVED 12/14/2017 Discussion on if sidewalks would be a requirement. City Planner Jeschke informed the Commission that the proposed development is proposing public streets, which would require sidewalks. Discussion on the number of trees that would be removed. Bernie Teltow, the developer, informed the Commission that they will try to retain as many trees as possible. Motion by Kaminski, seconded by Frank, to review and make comments on the requested conceptual site plan review of a proposed 59 lot site condominium development (West Richmond Subdivision) on approximately 25.5 acres of property located directly west of the Richwood Forest Subdivision (APN: 50-07-06-02-401-001), subject to the following recommended changes: 1. Lot 32 shall be deleted and Richwood Lane extended westward to Madeline Street. The site plan shall be renumbered to indicate 58 total lots. 2. Lots 31 and 33 shall be amended to be corner lots with appropriate setbacks. 3. The site plan shall be amended to indicate all public utilities within the road right-of-way. 4. The sidewalks shall be redrawn on the site plan to indicate they are set one foot (1’) from right-of-way edge per the requirement of section 82-144. 5. The site plan shall be amended to indicate streetlights at each intersection within the development, including a new intersection at Richwood Lane and Madeline Street. 6. The conservation easement and the stormwater detention basis areas are required to be listed as common areas within the Master Deed and shall be maintained in perpetuity by the homeowner’s association. Discussion and Consideration of the Implementation Section of the Master Plan Jeff Schroeder from Macomb County Planning was present and discussed with the Commission Article 18, Implementation, of the City’s Master Plan. Informed the Commission that a draft of the entire Master Plan would be presented to the Commission probably in January 2018. The Commission was in favor of the Implementation Section as presented. TXT-01-2017/City of Richmond/ Text Amendment to Article 13 and Article 25 of the City’s Zoning Ordinance Some discussion on how we arrived at the 10 second timeframe. City Planner Jeschke informed the Commission that he did review ordinances from other communities to come up with the 10 second timeframe. Motion by Moore, seconded by Kaminski, to recommend approval to the City Council of TXT-01-2017 (Ordinance 156-21) which amends Article 13 (Signs) and Article 25 (Definitions) of the Zoning Ordinance. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – a meeting has been scheduled, for late next week, between Speedway, the Kmart Plaza owners and the Lake Angela owners, to discuss ingress/egress to the developments. - The micro surfacing project on Main Street has been suspended until Spring, by MDOT City Planner Jeschke – At this time, there are no items for the December meeting. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Rix – Commented on MDOT decision to eliminate the decal lane for the new Burger King. He would like to see, in writing, MDOT’s reasoning for this decision.
