ITEMS FOR CONSIDERATION
B-1. SPR-05-2017/Statewide Richmond LLC/Site Plan Review/67500 Main
Street
City Planner Jeschke informed the Commission that the Planning Commission
conditionally approve a site plan for a proposed Tractor Supply Company at their
September 2017 meeting. The Commission, at that meeting, had extensive discussion
regarding traffic and driveways, and it was Administration’s recommendation to limit
egress from the northwestern-most driveway. Commissioners did not feel this was
sufficient and the applicant expressed concerns that Tractor Supply may not be willing
to sign a lease with restriction on the driveway.
Since the September meeting, the City Manager and City Planner have met several times
with the property owners to discuss the driveway and possible changes that might
improve the traffic flow. On November 17th, city staff, including the City Manager, City
Planner and Public Works Director were able to have a meeting with representatives
from Speedway, Lake Angela and the K-Mart Plaza. Discussed in the meeting, was the
possibility of consolidating driveways and providing access via Lake Angela Drive.
Those at the meeting, agreed, in concept, to this proposed solution. There are still many
details that will need to be worked out and how these improvement will be funded.
Even though the consolidation of the driveways is the best scenario, it will take
considerable time to get everything completed and it leaves that driveway as it is
currently situated to the time being.
The Planning Commission need to decide, in relation to Tractor Supply Company,
whether the driveway can continue as-is until the recommended changes can be made,
or if the driveway should be limited in some fashion until the recommended changed
can be made.
Based on the site plan presented, the City Planner was recommending approval, subject
to three (3) conditions.

Commissioners Moore, Majchrzak, Weinert and Kaminski indicated that they were in
support of the City Planner’s recommendation that northern-most driveway should be
limited to ingress only.
Zink indicated that he wanted to hear from the Applicant before making a decision on
whether the driveway should be closed.
Rix indicated that he didn’t want to restrict a new business because of a driveway that
has existed for many years.
John Eadie, the attorney for Tractor Supply, requested that the Planning Commission
approve the site plan without the condition limited the northern-most driveway to
ingress only. The K-Mart site is actually four parcel (4) and it is possible that the parcels
could be split from one another, thereby prohibiting the tractor supply parcel from using
the southern-most driveway for egress. Restricting access to the site will be detrimental
to all adjoining properties without a permanent solution in place. The proposed
solution discussed in the November 17th meeting, with City Staff and adjoining property
owners, can’t take place until approval is received from the Lake Angela Homeowner’s
Association.
Moore informed Commissioners that if this building had been reoccupied shortly after
Kroger moved out, the ingress/egress would not have been an issue. This issue is only
coming before the Commission because the property has been vacant for so long.
Kaminski was opposed to the potential decision and supported the city planner’s
recommendation to allow only inbound traffic into the northwestern most shopping
center driveway. He cited the fact that four (4) driveways located within approximately
100 feet of two (2) driveways directly across the street caused significant traffic conflict
and a strong potential for crashes and there would still be three (3) entries and two (2)
other exits at the center. He also indicated that Tractor Supply’s 26 Mile/Gratiot store
had very similar conditions and was asking only that they match that layout in
Richmond.
Rix – the traffic problem was created by the Lake Angela Development and we are trying
to penalize a new business.
Motion by Zink, seconded by Rix, to approve the requested required review of a Site
Plan Review for a proposed retail business (Tractor Supply Company) on 8.;03 acres of
property located at 67500 Main Street (APN: 50-07-06-01-426-026), subject to the
following conditions:
1. Prior to the issuance of any occupancy permits, the applicant shall provide the
Planning & Economic Development Director with renderings of the front façade
of the building.
2. The applicant shall submit for sign permits for all proposed wall signage that
meets or exceeds the Zoning Ordinance requirements.

B-2. Discussion with Ernie Kreger regarding allowing tobacco
shops/smoke shops/vapor shops with the B-2 (Downtown Business)
zoning district
City Planner Jeschke informed the Commission that Mr. Ernie Kreger, the property
owner of 68834 Main Street, had a potential smoke shop business lined up to open in
his building, until he was informed that the business is not allowed in our downtown
area. The use of “Tobacconist or Cigar/Cigarette Shop” is only permitted by Special
Conditional Approval in the B-3 (General Business) zoning District (Muttonville Area).
It is not permitted at all within the B-2 (Downtown Business) zoning district.
The City Planner was questioning whether or not conditions have changed, and the
Planning Commission would like to have the ordinance changed to allow tobacco shops
in the downtown area.
The majority of Commissions did not have a problem with allowing tobacco shops in the
downtown area as a special condition use.
Weinert did express concerns will allowing tobacco shops in the downtown area – he felt
a Main Street location was too close to the schools.
Motion by Moore, seconded by Majchrzak, to direct city staff to prepare a text
amendment to the zoning ordinance to allow “Tobacconist or Cigar/Cigarette Shop”
used within the B-2 (Downtown Business) Zoning District, as a special condition use.

B-3. PIR-05-2017/City of Richmond/Public Improvement Review of
proposed reconstruction of Park Street between Main Street and
Forest Street
City Planner Jeschke informed the Commission that the City was proposing to
reconstruct Park Street between Main Street and Forest Street. This portion of Park
Street is not curbed, all other segments of Park Street are curbed. The new roadway will
be wider, curbed and have drainage improvements.

Motion by Zink, seconded by Rix, to approve the Public Improvement Review of the
proposed reconstruction and widening of Park Street between Main Street and Forest
Street.

B-4. TXT-01-2017/City of Richmond/Proposed Test Amendment to Amend
Article 13 (Signs) and Article 25 (Definitions) of the City’s Zoning
Ordinance
City Planner Jeschke informed the Commission that this amendment was previously
approved by the Commission and presented to the City Council for their approval.
During Council discussions, the 10 second time limit was questioned and Council
wanted additional examples from other communities. It was ultimately recommended
by Council that the item be sent back to the Planning Commission for review prior to
Council’s second reading and adoption.
The Commission was presented with time limitation on changeable copy sign from
several other communities, ranging in time limits of 1.5 second to 1 minute.
Motion by Kaminski, seconded by Majchrzak, to amend proposed ordinance 156-21
to have an image changeover rate of six (6) seconds and recommend to City Council
approval of the amended text amendment.

MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Manager Moore – Received deed from CN Railroad for the abandoned track
property.
City Planner Jeschke – working on providing SEMCOG with 2045 population
projections.
- In the process of approving a new proposed subdivision, directly west of the
Richwood Forest Subdivision.
COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS
Commission wished everyone Happy Holidays.
Zink – Expressed his appreciation to the Councilors in attendance at tonight’s meeting.
Weinert – The reconstruction of the barn has been moving forward.
Kaminski – Questioned if Council could request the Lake Angela Developer to put in the
second access – this would solve the ingress/egress problem.

Rix – Questioned if the City could require the Lake Angela developer to put in the
second access or make some type of improvement to the construction entrance on 32
Mile Road. City Planner Jeschke informed the Commission that the first phase of the
Lake Angela Development is also built out. When the developer presents the second
phase the second access drive would be required.
