APPROVED 05/10/2018 REGULAR PLANNING COMMISSION MEETING MINUTES APRIL 12, 2018 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, APRIL 12, 2018, AT 7:00 P.M., BY CHAIRMAN McCLELLAN ROLL CALL Present: Frank, Kaminski, Majchrzak, McClellan, Moore, Weinert, Zink Absent: Durkee, Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: Craig Parker Motion by Moore, seconded by Kaminski, to excuse Commissioners Durkee and Rix from tonight’s meeting, due to school commitments. All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Frank, to approve the minutes of the January 11, 2018, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - Letter from Macomb County Planning & Economic Development Department. - City Council Meeting Minutes of February 5, 2018 - City Council Meeting Minutes of February 19, 2018 - City Council Meeting Minutes of March 5, 2018 - City Council Meeting Minutes of March 19, 2018 Motion by Kaminski, seconded by Zink, to receive and file the correspondence as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. TXT-02-2018/City of Richmond/Proposed Text Amendment to Article 4, subsection 4.02 City Planner Jeschke informed the Commission that based on previous Master Plan discussions, attached is a proposed text amendment related to the B-1 and B-2 zoning districts that will allow the same uses. Administration is recommending that we keep the two zoning districts separate. One of the primary reasons we are recommending to keep the districts separate are the different setback requirements that B-1 and B-2 districts allows. Motion by Zink, seconded by Frank, to recommend approval of the proposed changes to Article 4 (Land Use Table of the zoning ordinance and schedule a public hearing at a future meeting). All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF - Invitations for the Pool event have been sent out to Planning Commission members. - The City now accepts credit card payments – in the future we will be able to take on-line payments. COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS Frank – Questioned what is going on with the Lenox Square Shopping Centers. City Manager Moore informed the Commission that the Shopping Center has been purchased by an LLC out of Romeo. They have not yet submitted any plans for future businesses. Weinert – The Amish have been working on the barn. They expect to be completed soon. PCM: 04/12/2018 Page 2 of 3  APPROVED 05/10/2018 Majchrzak – Questioned if the micro-surfacing of Main Street would be completed. City Manager Moore informed the Commission that he will be speaking with MDOT regarding the completion of the project this spring. Weinert – Commented on the possibility of a pedestrian crosswalk at Main/Madison. McClellan – Commented on residences above businesses – some very unsafe residences above businesses in our downtown area. - Commented on seeing tailgating occurring in the Muttonville area and the Police not doing anything about it. - Stated that the Planning Commission may have made a mistake by not approving requiring landscaping for the parking lot property on 31 Mile Road. Additionally, the Planning Commission should have pushed for an easement from Main Street to 31 Mile Road to help alleviate some traffic on Main Street.
