APPROVED 06/14/2018 REGULAR PLANNING COMMISSION MEETING MINUTES MAY 10, 2018 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, MAY 10, 2018, AT 7:00 P.M., BY CHAIRMAN McCLELLAN ROLL CALL Present: Frank, Kaminski, Majchrzak, McClellan, Moore, Weinert, Zink Absent: Durkee, Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: Jeff Schroeder from Macomb County Planning and Economic Development Motion by Moore, seconded by Frank, to excuse Commissioners Durkee and Rix from tonight’s meeting, due to school commitments. All yeas Motion passes APPROVAL OF MINUTES Motion by Zink, seconded by Kaminski, to approve the minutes of the April 12, 2018, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of March 19, 2018 Motion by Frank, seconded by Kaminski, to receive and file the correspondence as presented. All yeas Motion passes PCM: 05/10/2018 Page 1 of 3  APPROVED 06/14/2018 ADOPTION OF AGENDA Motion by Kaminski, seconded by Frank, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. Presentation of the draft Master Plan Documents/Macomb County Planning and Economic Development Staff Jeff Schroeder addressed the Commission. All sections of the Master Plan have been approved by the Planning Commission. Nearing the end of the process. The completed master plan will be sent to the surrounding jurisdictions and the public utilities and they have 63 days to comment. Once this time period passes the Planning Commission will hold a public hearing and then adopt the Master Plan. Commissioners reviewed the draft Master Plan and offered the following comments: - Requested that a different selection of pictures be used for the front cover. - Page 15, under Summary, second line should be change to read: talented population, who that has rebounded….. - Page 20 – use a different picture in place of the top picture, since the building have been removed. - Page 20 – remove the picture of City Hall, since we have moved from this location. - Page 24, under Standard Quality Buildings, need definitions of standard quality and deterioration. - Page 30, change #5 to read: Bailey Park contains three numerous historic structures including a schoolhouse, train depot, barn and log cabin that were transported to the site. The building are currently maintained by the Historic Commission Richmond Area Historical and Genealogical Society. - Page 44, second paragraph, change to indicate that the project has been completed. - Page 51, first paragraph, the last sentence needs to be completed. - Page 51, under Monitoring Existing Development/Redevelopment Opportunities, change to read: The city City …… - Page 75, the spacing for the text under the graph needs to be corrected. - Page 77, first paragraph, language needs to be included that indicated the Macomb-Orchard Trail has been completed. - Page 87, the picture needs to be changed, since the business is no longer in existence. Commissioners agreed to have McKenna’s name removed from the front cover, since they did not have been directly involved in the Master Plan update process. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore – the Karen Street and Park Street reconstruction project have been completed. - Will be meeting with MDOT next week regarding the micro re-surfacing project. - Invitations for the Pool Party have all been sent out.
