THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION
WAS CALLED TO ORDER ON THURSDAY, JULY 12, 2018, AT 7:00 P.M., BY
VICE CHAIRMAN ZINK
ROLL CALL
Present: Kaminski, Majchrzak, Weinert, Zink
Absent: McClellan, Moore, Rix
Others: City Planner Jeschke, City Clerk Stagl
Visitors: Julie Dee Holder, family members and business associates
Motion by Weinert, seconded by Kaminski, to excuse Commissioners McClellan,
Moore and Rix from tonight’s meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Kaminski, seconded by Frank, to approve the minutes of the June 14,
2018, regular meeting, as presented.
All yeas Motion passes

Motion by Frank, seconded by Kaminski, to receive and file the correspondence as
presented.

PUBLIC HEARING
A-1. SCU-01-2018/Request for a Special Condition Use Permit/Julie Dee
Holder/66783 Gratiot
Motion by Frank, seconded by Kaminski, to open the public hearing at 7:02 p.m.
All yeas Motion passes
Julie Dee Holder, informed the Commission that she was proposing to open an indoor
internet gaming café, for ages 18 years old plus. This is simply an adult arcade. There
would be no smoking or drinking within the building. This type of business is not
available in the surrounding communities. Feel this proposed benefit would benefit the
community.
No written comments were received.
Motion by Frank, seconded by Kaminski, to close the public hearing at 7:05 p.m.

ITEMS FOR CONSIDERATION
B-1. SCI-01-2018/Request for a Special Condition Use Permit/Julie Dee
Holder/66783 Gratiot
City Planner Jeschke informed the Commission that the applicant was proposing an
indoor internet gaming café for adult 18 and over. The property is located adjacent to
the southwest corner of the intersection of 31 Mile Road and Gratiot Avenue. The
applicant is proposing to move in to a portion of where the Secretary of State offices
used to be. The City of Richmond Zoning Ordinance requires all indoor arcades to be
considered as a Special Condition Use Permit. City staff has no issues with the request.
The proposed business conforms to the requirement of the zoning ordinance and is
located on Gratiot Avenue which is classified as an Arterial Roadway.
The City Planner was recommending approval of the submitted special condition use
permit.
Commissioners did not express any major concerns. Commissioners requested further
explanation on how the internet gaming process worked. Also questioned how the
business would verify age requirements.

Julie explained that when a patron checked in their Identification would have to be
verified before they would be able to log into a computer.
Motion by Frank, seconded by Kaminski, to approve the requested special condition
use permit for a proposed indoor internet gaming café for ages 18+ (Spinners – Jewelz
Haven) located at 66783 Gratiot Avenue (APN: 50-07-06-12-201-021).

MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Planner Jeschke - We would be cancelling the September meeting, unless there is a
pressing matter.
- The County would be attending the August meeting, at which time we would be
holding the public hearing on the proposed Master Plan.
COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS
Frank – He has been reappointed to the Planning Commission for another term.
- Thanked the City for installing dog waste bags in the Park.
Majchrzak – Questioned the status of the micro-surfacing. City Planner Jeschke
informed the Commission that MDOT has indicated that they expect the contractor to
begin the work the week of July 23rd.
Kaminski – Commended the Clerk on the most recent set of minutes.

Motion by Majchrzak, seconded by Frank, to adjourn the regular Planning
Commission Meeting at 7:45 p.m.
