THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION
WAS CALLED TO ORDER ON THURSDAY, AUGUST 9, 2018, AT 7:00 P.M.,
BY CHAIRMAN McCLELLAN
ROLL CALL
Present: Frank, Kaminski, Majchrzak, McClellan, Moore, Rix, Weinert, Zink
Absent: None
Others: City Planner Jeschke, City Clerk Stagl
Visitors: Richmond-Lenox EMS Director, Jeff White; Councilor Emily Allen, Jeff
Schroeder, Mike Mister
APPROVAL OF MINUTES
Motion by Frank, seconded by Majchrzak, to approve the minutes of the July 12,
2018, regular meeting, as amended:
Under Roll Call: Add Commissioner Frank to those that were present at the meeting.
All yeas Motion passes

Motion by Zink, seconded by Weinert, to receive and file the correspondence as
presented.

ADOPTION OF AGENDA
Motion by Moore, seconded by Frank, to adopt the Agenda as amended:
Add B-2 – Presentation of Council Resolution No. 2018-6.
Add B-3 – Presentation of Volunteer of the Year Award
All yeas Motion passes
PUBLIC HEARING
A-1. Public Hearing on the Richmond Master Plan
Motion by Zink, seconded by Frank, to open the Public Hearing at 7:03 p.m.
All yeas Motion passes
The Public Hearing is part of the procedure for adoption of the Master Plan and is
authorized by the Michigan Planning Enabling Act (PA 33 of 2008, as amended).
Written comments received from the St. Clair County Metropolitan Planning
Commission have been included in the final version of the City’s Master Plan.
No verbal comments were received.
Motion by Moore, seconded by Kaminski, to close the Public Hearing at 7:04 p.m.

ITEMS FOR CONSIDERATION
B-1. Adoption of Richmond Master Plan
Motion by Zink, seconded by Majchrzak, to approve Planning Commission Resolution
2018-1 which formally adopts the Richmond Master Plan,
A Roll Call vote was taken:
Eight yeas (Kaminski, McClellan, Majchrzak, Moore,
Rix, Weinert, Zink, Frank)
One vacancy Motion passes
B-2. Presentation of Council Resolution No. 2018-6
Mayor Tim Rix presented Planning Commission Chairman McClellan with Council
Resolution No. 2018-6, adopted by Council at the August 6th meeting, in recognition of
his 50 years of service on the Planning Commission.

Chairman McClellan, thanked the many individuals who have helped him throughout
the years that has allowed him to be able to serve so many years.
B-3. Presentation of Volunteer of the Year Award
City Manager Moore presented Dr. McClellan with the Volunteer of the Year Award for
his many contributions to the City throughout the years.
MISCELLANEOUS MATTERS FROM THE CITY STAFF
None.
COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS
McClellan – informed the Commission that the Historical Society was going to have a
speaker on Thursday, October 25th, to talk about the “History of Plastic and What’s
Next”. McClellan expressed his concern over the use of plastic straws and the damage
they contribute to the environment and animals.
ADJOURNMENT
Motion by Rix, seconded by Kaminski, to adjourn the regular Planning Commission
Meeting at 7:29 p.m.
