APPROVED 07/11/2019 REGULAR PLANNING COMMISSION MEETING MINUTES MAY 9, 2019 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER ON THURSDAY, MAY 9, 2019, AT 7:02 P.M., BY VICE-CHAIRMAN ZINK. ROLL CALL Present: Frank, Kaminski, Majchrzak, Moore, Prior, Weinert, Zink Absent: McClellan, Rix Others: City Planner Jeschke, City Clerk Stagl Visitors: Al Maniaci Motion by Moore, seconded by Frank, to excuse Commissioners McClellan and Rix, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Kaminski, to approve the minutes of the April 11, 2019, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of March 18, 2019 - City Council Meeting Minutes of April 1, 2019 Motion by Kaminski, seconded by Frank, to receive and file the correspondence as presented. All yeas Motion passes PCM: 05/09/2019 Page 1 of 3 APPROVED 07/11/2019 ADOPTION OF AGENDA Motion by Moore, seconded by Kaminski, to adopt the Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION B-1. SPR-02-2019/Site Plan Review/Richmond Flower Shop/69001 Main Street City Planner Jeschke informed the Commission that the applicant was requesting a site plan review for a proposed 504 square foot pavilion structure in conjunction with the flower shop business on property located at 69001 Main Street. The proposed pavilion will be an 18’ X 28’ detached accessory structure to the south side of the main building. The applicant is proposing to construct the accessory structure 10 feet off the front property line and the side will be 1 foot from the property line. The proposed placement of the accessory structure is consistent with the zoning ordinance in regards to setbacks from the property lines. However, the applicant is only proposing a building separation of 5 feet instead of 10 feet. The Planning Commission has the authority to change the minimum separation distance is they see fit. In conversations the City Planner has had with the building inspector, he stated that he has no issue with the proposed 5 foot separation. Al Maniaci, 36200 Madison, indicated that because of the angle of the lot, they were proposing that the new structure be only 5 feet from the existing structure, to keep the proposed pavilion away from the sidewalk. Moore indicated that the proposed pavilion was a more permanent solution. Felt it would be appropriate to waive the 10’ separation between the structures and allow only the 5’ separation. Motion by Moore, seconded by Frank, to approve the requested Site Plan Review for a proposed 504 square foot pavilion structure in conjunction with the flower shop business on property located at 69001 Main Street (APN: 50-07-03-35-485-011).
