APPROVED 08/08/2019 REGULAR MEETING PLANNING COMMISSION MINUTES JULY 11, 2019 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:05 P.M., ON THURSDAY, JULY 11, 2019, BY DEPUTY CLERK FOCHT. ROLL CALL Present: Kaminski, Moore, Prior, Rix, Weinert Absent: Frank, Majchrzak, McClellan, Zink (arrv’d 7:26 pm) Others: Deputy Clerk Focht, City Planner Jeschke Visitors: Endrit Cali Motion by Moore, seconded by Rix, to excuse Commissioner’s Frank and Majchrzak for being out of town. All yeas Motion carried Motion by Moore, seconded by Kaminski, to appoint Mayor Rix as temporary chair for tonight’s meeting. All yeas Motion carried APPROVAL OF MINUTES Motion by Weinert, seconded by Kaminski, to approve the minutes of the May 9, 2019, regular meeting as amended. All yeas Motion carried AUDIENCE PARTICIPATION None CORRESPONDENCE PCM: 07/11/2019 Page 1 of 4 APPROVED 08/08/2019 Motion by Kaminski, seconded by Weinert, to receive and file correspondence as presented. All yeas Motion carried ADOPTION OF AGENDA Motion by Prior, seconded by Kaminski, to adopt the agenda as presented. All yeas Motion carried PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1. SPR-03-2019 – RICHMOND NORTH LLC Motion by Moore, seconded by Kaminski, to postpone indefinitely the requested Site Plan Review for a proposed 16-unit addition to an existing multiple-family residential development (Richmond North Apartments) on 2.94 acres of property located at 67746 Main Street, until such time that the additional requested information has been submitted. All yeas Motion carried Chairman Rix wants to clarify that this motion does not restrict the applicant to 16 units. It was agreed that no, it does not. City Manager Moore stated that the plans were lacking too much information to approve them as presented. The applicant understand and will bring a new plan back to the Planning Commission. He wants a full time person to live on site to help with maintenance issues. He will comply with the requests that were made. Commissioner Prior asked how many people would be in each apartment. Petitioner stated 2 people, they are going to be 1 bedroom. Commissioner Weinert asked if there will be sidewalks connecting the buildings. City Planner Jeschke said that the can utilize the existing sidewalk and attach them. Commissioner Kaminski asked where the security lighting will be located. City Planner PCM: 07/11/2019 Page 2 of 4 APPROVED 08/08/2019 Jeschke said it should be located on the east side of the existing building, or in front of the new 12 – unit building. Commissioner Zink apologized for showing up late to the meeting. Due to his absence he missed the information but asked if the maintenance person will be living on site. Petitioner said yes in the front unit with the garage attached and there will also be 3 other rentals located in that proposed building. Chairman Rix suggested that the petitioner come in and sit down with the City Planner and work out a solution to some of the site issues. He is also not opposed to the petitioner put 20 units in the back building if it fits the requirements. He would also like to see the original site plan for that site. Commissioner Kaminski asked if public notices need to be sent out for this item. Administration stated no they do not. That is only for a rezoning which this is not. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager reminded the Commissioners of the invitation to the ribbon cutting at Hamlin Pub. CHAIRMAN AND COMMISSION MEMBERS Weinert – The RAHGS event was very nice. Kaminski – Lake Angela has a road being developed in the area off of 32 Mile Road. City Administration said they will contact the proper person. Zink – Sorry for being late. Drove through the new subdivision and it’s coming along nicely.
