APPROVED 09/12/2019 REGULAR MEETING PLANNING COMMISSION MINUTES AUGUST 8, 2019 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00 P.M., ON THURSDAY, AUGUST 8, 2019, VICE CHAIRMAN ZINK ROLL CALL Present: Frank, Kaminski, Majchrzak, Moore, Prior, Rix, Weinert, Zink Absent: McClellan, Others: City Planner Jeschke, City Clerk Stagl Visitors: Eugene Meade Motion by Moore, seconded by Frank, to excuse Commissioner McClellan for being out of town. All yeas Motion carried APPROVAL OF MINUTES Motion by Moore, seconded by Kaminski, to approve the minutes of the July 11, 2019, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None. CORRESPONDENCE - City Council Meeting Minutes of June 17, 2019 - City Council Meeting Minutes of July 1, 2019 Motion by Kaminski, seconded by Frank, to receive and file correspondence as presented. All yeas Motion carried PCM: 08/08/2019 Page 1 of 4 APPROVED 09/12/2019 ADOPTION OF AGENDA Motion by Rix, seconded by Frank, to adopt the agenda as presented. All yeas Motion carried PUBLIC HEARING A-1. SCU-01-2019/Request for Special Condition Use/Eugene Meade/68811 Howard Street Motion by Moore, seconded by Kaminski, to open the Public Hearing at 7:02 p.m. All yeas Motion carried City Planner Jeschke informed the Commission that the zoning ordinance allowed for the Planning Commission to approve a special condition use in a case where a home based business was not typically permitted. To allow the special condition use, a public hearing must first be held to receive comments from residents regarding the home- based business. Notices were sent to residents 300’ around the subject property. Eugene Meade, 68811 Howard, informed the Commission that he would like to start a business that would specialize in the assembly of small arms and a small amount of repair work. There would be very little business traffic to his house because the business would mainly be for his own personal use. Mr. Meade informed the Commission that he currently works for the Department of the Army at TACOM where he acts as a small arms expert for long range rifles. No written or verbal comments were received. Motion by Moore, seconded by Kaminski, to close the public hearing at 7:05 p.m. All yeas Motion passes PCM: 08/08/2019 Page 2 of 4 APPROVED 09/12/2019 ITEMS FOR CONSIDERATION B-1. SCU-01-2019/Special Condition Use Request for proposed home-based business/Eugene Meade/68811 Howard City Planner Jeschke informed the Commission that the Planning Commission did approve a similar request in 2015 and we have received no complaints regarding that business. City Staff feel the business will be operated in such a way that minimized conflict with the surrounding area. The City Planner was recommending approval of the Special Condition Use request. Commissioners did question that all of the weapons would be secured in the home. Mr. Meade informed the Commission that he had a gun safe in his home. Motion by Rix, seconded by Prior, to approve the requested Special Condition use for a proposed home-based business specializing in firearm repair and assembly on 0.36 acres located at 68811 Howard Street (APN: 50-07-06-01-127-030). All yeas Motion passes B-2. Presentation of the Leonard Schweiger Apartment Site Plan /Richmond North Apartments/67748 Main Street City Planner Jeschke informed the Commission that based on the questions asked at the last meeting regarding previously approved projects on this property, the following information is being provided. The Planning Commissioners were provided with the Original Site from 1991 and the Amended Site from 1992, along with copies of the minutes from 1994, for the Richmond North Apartments constructed by Leonard Schweiger at 67748 Main Street. City Planner Jeschke informed the Commission that because of issue of non- compliance with the apartments, the issue was taken to court. An agreement was reached with the developer indicating that improvements would be made to the site when phase 2 of the project began. To date, phase 2 of the project has never been presented to the Commission, therefore none of the improvements agreed to in the Consent Judgement have been made. Commissioners had mixed opinions on the site plan submitted last month by the current owners of the property. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Planner Jeschke informed the Commission that at the September meeting there will be a public participation plan and a development handbook on the agenda regarding the Redevelopment Ready Communities Program. PCM: 08/08/2019 Page 3 of 4 APPROVED 09/12/2019 CHAIRMAN AND COMMISSION MEMBERS Commissioners questioned if Administration has heard about any proposed businesses for the Time on Main Street Property or Marcile’s property? City Planner Jeschke informed the Commission that he has not received any calls on either property. Kaminski questioned if the new Brewery has been successful. City Planner Jeschke commented that it appears that they have had steady business. Weinert commented on Tom Hebel received the Volunteer of the Year Award. Frank informed the Commission that the new playground equipment was delivered today. City Manager Moore informed the Commission that the equipment will be installed next week.
