THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:43 P.M., ON THURSDAY, JULY 8, 2021, BY CHAIRMAN
McCLELLAN.
ROLL CALL

Visitors: None
Motion by Moore, seconded by Kaminski, to excuse Commissioner Frank from
tonight’s meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Rix, seconded by Kaminski, to approve the minutes of the June 10, 2021,
regular meeting as presented.

presented.

ITEMS FOR CONSIDERATION
B-1. TXT-01-2021/Text Amendment to Section 7.02 C (Detached Accessory
Structure Standards for Single and Two-Family Residential Uses) of the
Zoning Ordinance
City Planner Jeschke presented the Planning Commission with a proposed ordinance,
with the wording being inserted, that was discussed by the Planning Commission from
their last meeting.
Motion by Zink, seconded by Weinert, to approve and recommend to City Council TXT-
02-2021 (Proposed Ordinance Amendment No. 156-29) which amends Section 7.02 C
(Detached Accessory Structure Standards for Single and Two-Family Residential Uses)
to revise the maximum accessory structure size and height regulations.
Discussion on motion:
There was some discussion on the percentage of maximum ground floor area being too
high but determined that there were only a few lots within the City where the total
ground floor area of all accessory structure could reach 3,000 square feet.

The Commission also discussed the possibility of an accessory structure being taller
than the main residence but decided that the additional height was necessary if a
resident wanted to erect an accessory structure to store their fifth-wheel.

Zink – Commended Council for recognizing the State Champion Girls Softball Team

Motion by Rix supported by Kaminski, to adjourn the Planning Commission Regular
Meeting at 8:10 p.m.

B-1. TXT-01-2021 – CITY OF RICHMOND – Request for a Text Amendment to Section 7.02 C

(This is one last opportunity to look at the proposed accessory structure standards prior to
scheduling the Public Hearing).

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as
amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
