THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:02 P.M., ON THURSDAY, JULY 8, 2021, BY ACTING
CHAIRMAN RIX.
ROLL CALL
Present: Frank, Kaminski, Misko, Moore, Rix, Weinert
Absent: McClellan, Majchrzak, Zink
Others: City Planner Jeschke
Visitors: None
Motion by Moore, seconded by Weinert, to appoint Commissioner Rix to act as
tonight’s Chairman.
All yeas Motion passes
Motion by Frank, seconded by Kaminski, to excuse Commissioners McClellan,
Majchrzak and Zink from tonight’s meeting, due to being out of town.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by Frank, seconded by Weinert, to approve the minutes of the July 8, 2021,
regular meeting as presented.

B-1. TXT-01-2021/Text Amendment to Section 7.02 C (Detached Accessory
Structure Standards for Single and Two-Family Residential Uses) of the
Zoning Ordinance
Motion by Moore, seconded by Kaminski, to approve and recommend to City Council
TXT-02-2021 (Proposed Ordinance Amendment #156-29) which amends Section 7.02
C (Detached Accessory Structure Standards for Single and Two-Family Residential
Uses) to revise the maximum accessory structure size and height regulations.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY STAFF
City Manager Moore – RPOA will have a fall/winter Ball.
- Spoke about the power outage

Frank – Thanked Council for confirming his reappointment to the Planning Commission.

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as
amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
