THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:32 P.M., ON THURSDAY, NOVEMBER 11, 2021, BY CITY
MANAGER MOORE.
ROLL CALL

Visitors: None
Motion by Kaminski, seconded by Misko, to excuse Commissioner’s Majchrzak
McClellan and Zink for being out of town.
All yeas Motion carried
Motion by Frank, seconded by Kaminski, to appoint Mayor Rix as acting chair for
tonight’s meeting.
All yeas Motion carried
APPROVAL OF MINUTES
Motion by Frank, seconded by Kaminski, to approve the minutes of the October 14,
2021, regular meeting as amended.

PUBLIC HEARING
A-1. TXT-03-2021 – CITY OF RICHMOND – Request for a Text Amendment to
Section 4.02 (Table of Permitted Uses by District) to update where and how uses are
allowed within the City’s zoning districts.
Motion by Moore, seconded by Misko, to open the public hearing at 7:33 pm

Motion by Frank, seconded by Weinert, to close the public hearing at 7:34 pm

ITEMS FOR CONSIDERATION
B-1. TXT-03-2021 – CITY OF RICHMOND
Motion by Weinert, seconded by Frank, to approve and recommend to City Council
TXT-03-2021 (Proposed Ordinance Amendment #156-30) which amends Section 4.02
(Table of Permitted Uses by District) to update where and how uses are allowed within
the City’s zoning districts.
All yeas Motion carried
This item will go to City Council, and if approved will have 1st and 2nd readings.
There is one change to made under the heading Industrial, Research, and Laboratory
Uses. Section - Power Plants, Hazardous Materials Storage, Petroleum Refineries or
Storage or Waste Tire Facilities, I-2 should be changed from P to S.
MISCELLANEOUS MATTERS FROM THE CITY STAFF
The changes for the solar portion of the zoning ordinance will be on the agenda for the
next meeting.

Weinert – Could someone that is knowledgeable on solar come in and speak to the
Planning Commission to answer questions?

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as

amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
