APPROVED 09/14/2023 REGULAR MEETING PLANNING COMMISSION MINUTES July 13, 2023 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:02PM., ON THURSDAY, JULY 13, 2023, BY CHAIRMAN ZINK ROLL CALL Present: Frank, Kaminski, Maniaci, Moore, Rix, Zink Absent: Misch, Weinert Others: City Planner Jeschke, City Clerk McCallister Visitors: None Motion by Rix, seconded by Kaminski, to excuse Commissioners Misch and Weinert from tonight’s meeting due to being out of town. All yeas Motion passes ADOPTION OF AGENDA Motion by Rix, seconded by Kaminski, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1 Master Plan Revision Kick-Off – Consideration of Article 1 (Introduction) and Article 6 (Natural Features) City Planner Jeschke presented two (2) sections of the Master Plan to be reviewed for possible revisions, updates, or omissions that may be necessary beginning with Article 1 (Introduction) followed by Article 6 (Natural Features). Jeschke pointed out that Article 6 (Natural Features) page thirty-seven (37) references map three (3) but should reflect map six (6); this item will be corrected. Motion by Frank, seconded by Kaminski, to approve the Introduction and Natural Features Section of the Richmond Master Plan. PCM: 07/13/2023 Page 2 of 4 APPROVED 09/14/2023 Discussion on Motion: Article 1: Introduction Moore would like to see a more suitable photo utilized with Article 1 (Figure 1). The general consensus of the Commission is to replace the photo. Several typographical errors were noted. No other comments were received. Article 6: Natural Features After some discussion, Commissioners agreed that a redraft of the second sentence of the Natural Features, Introduction section, is necessary. Commissioners would also like to see wording other than “unsuitable” utilized as it presents a negative tone throughout the article. Motion by Frank, seconded by Kaminski, to amend the first motion and to make proposed revisions to the Introduction and Natural Features Section of the Richmond Master Plan for further review. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF Moore – Stone Street’s top course will be installed tomorrow CHAIRMAN AND COMMISSION MEMBERS PCM: 07/13/2023 Page 3 of 4 APPROVED 09/14/2023 Frank complimented positively on all the projects that have taken place in the City. ITEMS FOR CONSIDERATION B-1 Master Plan Revision Kick-Off – Consideration of Article 1 (Introduction) and Article 6 (Natural Features) MISCELLANEOUS MATTERS FROM THE CITY STAFF COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS ADJOURNMENT Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on the matter and act on the business item without interruption from the public. - 1 -
