THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:02PM., ON THURSDAY, JULY 13, 2023, BY CHAIRMAN

Visitors: None
Motion by Rix, seconded by Kaminski, to excuse Commissioners Misch and Weinert
from tonight’s meeting due to being out of town.

meeting as presented

B-1 Master Plan Revision Kick-Off – Consideration of Article 1 (Introduction) and
Article 6 (Natural Features)
City Planner Jeschke presented two (2) sections of the Master Plan to be reviewed for
possible revisions, updates, or omissions that may be necessary beginning with Article
1 (Introduction) followed by Article 6 (Natural Features).
Jeschke pointed out that Article 6 (Natural Features) page thirty-seven (37) references
map three (3) but should reflect map six (6); this item will be corrected.
Motion by Frank, seconded by Kaminski, to approve the Introduction and Natural
Features Section of the Richmond Master Plan.

Discussion on Motion:
Article 1: Introduction
Moore would like to see a more suitable photo utilized with Article 1 (Figure 1).
The general consensus of the Commission is to replace the photo.
Several typographical errors were noted.
No other comments were received.
Article 6: Natural Features
After some discussion, Commissioners agreed that a redraft of the second sentence of
the Natural Features, Introduction section, is necessary. Commissioners would also like
to see wording other than “unsuitable” utilized as it presents a negative tone throughout
the article.
Motion by Frank, seconded by Kaminski, to amend the first motion and to make
proposed revisions to the Introduction and Natural Features Section of the Richmond
Master Plan for further review.

Moore – Stone Street’s top course will be installed tomorrow

Motion by Frank, supported by Kaminski, to adjourn the Planning Commission Regular
Meeting at 7:27 p.m.

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as
amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
