B-1. SPR-04-2023 – Victoria Park Richmond, LLC – Request for a Condominium
Site Plan Review of a proposed 43-lot site condominium development
(Victoria Park Condominium) on 24.25 acres of property located adjacent
to the west side of Main Street approximately 937 feet north of Madison
Street (APN: 50-07-03-35-100-029).
City Planner Jeschke reviewed the proposed condominium site plan of the 43 lot site
condominium development (Victoria Park Condominium) with the Commission. The
property is located in the northwestern corner of the city.
Previously the Planning Commission approved the Condominium Conceptual Site Plan
Review for the Victoria Park Condominium at their June 10, 2021 meeting. This is the
second step of three in getting the condominium approved.
Commissioner Weinert disclosed a possible conflict of interest in participating in the

discussion due to the location of his property as it shares 500ft with the proposed
condominium site. As part of the development, Phoenix Contracting will correct a
drainage issue on his property while they are balancing the land.
It was the consensus of the commission to allow Weinert to participate in further
discussion and voting on the proposed site plan.
Dean Roberts, representative for applicant Walter J. Winkle, Jr. and Phoenix
Contracting, noted his willingness to address any questions or concerns from the
commission regarding the site plan review. Furthermore, he noted he had a pre-
construction meeting earlier in the day with the parties involved and felt it went very
well.
Moore reiterated that the conceptual plan has not changed from the initial submission
back in 2021. He noted that the water and sewer lines have been approved and the
developer, the city and the county have agreed upon who will handle the inspection of
the drain. This is the last step in the process before the proposal goes before City
Council.
Kaminski wanted assurance that all the proposed lot sizes meet the minimum size
requirement.
Further discussion pertaining to set-back driveways, the ease of entering the roadway
onto Main St. from the entryway and the existence of the sewer pump.
Lastly, although the applicant has not indicated the installation of street lights within the
development, lighting will be present at each street intersection. Contact information for
DTE’s community lighting will be provided to the contractor.
Motion by Rix, seconded by Frank, to Recommend Approval to the City Council of the
requested condominium site plan review dated July 25, 2021 of a proposed 43 lot site
condominium development (Victoria Park Condominium) on 24.25 acres of property
located adjacent to the west side of Main Street approximately 937 feet north of
Madison Street (APN: 50-07-03-35-100-029).

City Planner Jeschke congratulated Commissioner Frank for completing the Citizen
Planner training.
City Manager Moore provided an update on the city projects:
Diane Lane project is complete.
Stone Street Reconstruction – Concrete is being done this
week/restoration work will begin next week.
Alley Reconstruction - Most of the sidewalks have been installed and the
dumpster enclosures are finished; Water street entrance will be re-
opened.
DPW Meter building has been demolished.
Barn extension project will begin next week.
CHAIRMAN AND COMMISSION MEMBERS
Weinert inquired about the clear cutting of trees in the West Richmond subdivision and
reminded commissioners of the RHAGS Festival from June 24 – June 25th.
Maniaci noted her pleasure in the parking lot project.

Motion by Frank, supported by Misch, to adjourn the Planning Commission Regular
Meeting at 7:33 p.m.

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as
amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
