All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Kaminski, to approve the minutes of the September 14, 2023, regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None CORRESPONDENCE - City Council Regular Meeting Minutes of September 18, 2023 - City Council Regular Meeting Minutes of September 5, 2023 - St. Clair County Metro 2023 Fall Workshop Information Motion by Kaminski, seconded by Misch, to receive and file correspondence as PCM: 10/12/2023 Page 1 of 3  APPROVED 11/09/2023 presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Rix, seconded by Kaminski, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1 Master Plan Revision– Review and Consideration of Article 3 (Existing Land Use Analysis), Article 5 (Historic Structures and Preservation), and Article 6 (Natural Features) Article 3: Existing Land Use Analysis Land Use Compatibility - Changes to the verbiage, and the formatting issues were corrected in the bullet points as needed. It was noted that the number in the Blue Sidebar box is not consistent with the number reflected in the “Single Family Residential” paragraph. A correction is necessary. The consensus of the Commissioners are satisfied with the changes made to Article 3: Existing Land Use Analysis. Article 5: Historic Structures and Preservation The Roosevelt Civic Auditorium building (The Aud) was added to the list of Historic Structures (#2), as well as the Richmond Volunteer Fire Department Fire Hall (#9). The map was adjusted to reflect these structures. The Aud was also added to page 32, the Key Findings section. It was noted that the Sanford Stone house was listed in both number 3 and 5. The consensus was to omit the Sanford Stone house from number 3 and add the structures designated by the state as historic structures to page 32, the Key Findings PCM: 10/12/2023 Page 2 of 3  APPROVED 11/09/2023 Section. The consensus of the Commissioners are satisfied with the changes made to Article 5: Historic Structures and Preservation. Article 6: Natural Features A draft of the Article 6, Natural Features was presented with the proposed changes from last month’s meeting. Rewording of the introductory sentences where the strengths were noted first and a softer overall tone in the description of the soil’s natural features was utilized. The consensus of the Commissioners are satisfied with the changes made to Article 6: Natural Features. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore indicated Kevin Caperton has submitted his resignation from the Board of Zoning Appeals and has submitted his application to fill the current vacancy on the Planning Commission. A replacement candidate has submitted an application to fill the BZA vacancy. CHAIRMAN AND COMMISSION MEMBERS Kaminski mentioned that a photo of the proposed Lake Angela entryway fencing was sent to the City Planner for review. Administration will forward the picture to commissioners.
