All yeas Motion passes ADOPTION OF AGENDA Motion by Kaminski, seconded by Frank, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1 Master Plan Revision– Review and Consideration of Article 7 (Sewer and Water System Analysis), Article 8 (Socio-Economic Analysis). Article 7: Sewer and Water System Analysis This section has been reviewed by the Public Works Director and covers the capacity of our water system and sanitary sewer systems, as well as recommended future projects. Most of the language was previously pulled into the Community Master Plan from the Sewer and Water Master Plans. PROJECTED GROWTH - Grove Street Submain Project – Sewer would likely be located down the street. (Administration will confirm with the DPW Director of its location). EXISTING CONDITIONS - Omission of sentence beginning with “However, the service…” due to redundancy. IMPROVEMENTS IN AREAS EXTERNAL TO THE EXISTING SYSTEM - “Cottonwood Pointe” will be changed to its geographic location. It was noted that maps are included in the Masterplan if there is a need for further information pertaining to the sewer and water system. The consensus of the Commission requested the proposed changes and further clarification to Article 7 (Sewer and Water System Analysis) be made to the requested PCM: 11/09/2023 Page 2 of 4  APPROVED 12/14/2023 items and be brought before the Commission for a final review. Article 8: Socio-Economic Analysis City Planner Jeschke reviewed Article 8: Socio-Economic Analysis with Commissioners and provided an in-depth explanation of the figures within the charts. Some of the statistics provided were the employment of Richmond residents, number of jobs within the city, the commute times and an analysis of the taxable revenues of the City. No changes were recommended. MISCELLANEOUS MATTERS FROM THE CITY STAFF City Planner Jeschke thanked City Manager Moore and City Clerk McCallister for filling in in his absence. City Clerk McCallister was grateful for the successful election of our three (3) City Council Members. City Manager Moore reminded Commissioners of the City closure for Veterans Day (11/10), asked the Commission to Save-the-Date for the Christmas Open House (12/8), and for the Tree Lighting event (12/2). CHAIRMAN AND COMMISSION MEMBERS Main Street paving – Administration confirmed it is complete even though there are areas that appear to still need attention. DTE continues to replace poles on 32 Mile Rd. and Main Street. The old poles will be removed once the project is complete. Weinert – RAHGS Program - Great Lakes Builder - Life and Times of Capt. Alexander McDougall on November 10 at 7:00 pm at the Community Center. Misch mentioned a handful of streetlamps were out on Main Street. Administration indicated they were already submitted to DTE. In the future, please feel free to notify City Hall staff of the outages.
