THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS
CALLED TO ORDER AT 7:13PM., ON THURSDAY, FEBRUARY 8, 2024, BY
CHAIRMAN ZINK

Motion by Rix, seconded by Frank, to approve the minutes of the January 11, 2024
regular meeting as presented.

ITEMS FOR CONSIDERATION
B-1. SPR-0202024 / MILLER TRANSIT MIX – Request to be allowed to hang a 20
foot long by 5 foot wide banner sign commemorating their 100 years of business
in Richmond located at 35555 Division Rd.
Motion by Kaminski, seconded by Frank, to approve the requested 100 square foot
banner sign by Miller Transit Mix to be displayed along their Division Road fence line for
ninety (90) days.
Discussion on motion:
Applicant, Terry Miller, explained that the sign is marking a milestone on their 100th
Anniversary for the family business.
Motion by Frank, seconded by Misch, to amend the first (1st) motion and to approve the
requested 100 square foot banner sign by Miller Transit Mix to be displayed along their
Division Road fence line until the end of the calendar year or until the banner looks
unacceptable.
Discussion on the motion:
Frank would like to see the milestone incorporated into their permanent signage.
Weinert inquired if the sign has wind slits to ensure the condition of the banner is
acceptable over time.
Commissioners congratulated Miller on the milestone.

B-2. MASTER PLAN REVISION – Review and consideration of: Article 4 (Structural
Quality Analysis).

Jeschke pointed out the changes were shown with Strikethrough for language being
deleted and new language is reflected in red font. Furthermore, it was explained that
the Article 4. Structural Quality Analysis reflects the structural integrity of buildings not
the aesthetics.
Discussion:
Moore indicated that the Base Map was derived from the original plan. Some homes
have been added to the list and some have been removed.
Caperton questioned how a repair can be conducted for a resident if it isn’t affordable.
Rix asked if the listing of specific addresses is a requirement of the Master Plan.
Kaminski asked for further information on the change from the Census Bureau reporting
Weinert inquired about community incentives for the clean-up.
MISCELLANEOUS MATTERS FROM THE CITY STAFF
Moore – Boundary Adjustment analysis will be presented at the next meeting
Jeschke informed Commissioners of the Public Hearing at next month’s meeting
pertaining to a request for a federal firearm license.

ADJOURNMENT
Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each
person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless
recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be
considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a
motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning
Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The
Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the
Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as
amended). When the Chair determines that there are no other public comments on the business item, discussion on
the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on
the matter and act on the business item without interruption from the public.
