Motion by Moore, seconded by Rix, to excuse Commissioner Frank from tonight’s meeting due to illness. SCU-03-2024 /BRETT CONEY. – Request for a Special Condition Use for a proposed home-based Federal Firearm License specializing in lower receivers and custom builds on 0.15 acres located at 35715 Ridge Street (APN: 50-07-03- 35-402-011). Motion by Weinert, seconded by Kaminski to open the public hearing at 7:01 p.m. All yeas Motion passes The public hearing was held to receive comments on the following Special Condition Use for a proposed home-based Federal Firearm License specializing in lower receivers and custom builds on 0.15 acres located at 35715 Ridge Street (APN: 50-07-03-35-402- 011). Public Comment: Applicant Brett Coney, if approved, plans to transfer lower receivers for AR-15’s and AR-10’s for the purpose of custom builds. Coney assured Commissioners that all firearms and equipment will be secured with safes and locked up appropriately. Coney currently does this as a hobby with the hopes of eventually moving into a brick and mortar business should the interest by others increase once retired. Rebecca Stuart (69950 Circle Lane), inquired about the specifics of the type of weapons, the security, the exchange of product, and the safety for the neighboring children. Dennis Rouse (69840 Circle Lane) expressed concern for the potential of increased PCM: 03/14/2024 Page 2 of 5  APPROVED 04/08/2024 traffic, the noise level of the machinery, and the application being recognized as a land use and not as a zoning request. Rouse indicated his desire for this to be located in the business district rather than inside the home. Motion by Kaminski seconded by Rix, to close the public hearing at 7:18 pm All yeas Motion passes ITEMS FOR CONSIDERATION B-1. SCU-03-02024 / BRETT CONEY – Request for a Special Condition Use for a proposed home-based Federal Firearm License specializing in lower receivers and custom builds on 0.15 acres located at 35715 Ridge Street (APN: 50-07-03- 35-402-011). Applicant Coney added final comments acknowledging the neighbor’s concerns for security and the safety of children and others. The goal is to eventually move the business to a storefront. Motion by Moore, seconded by Caperton, to approve the requested Special Condition Use for a proposed home-based business for an online firearms parts and accessories business on 0.15 acres located at 35715 Ridge Street (APN: 50-07-03-35-402-011). Discussion on motion: Commissioners had a thorough discussion that included questions and answers of the applicant. Some of the items included: - The process of the weapon coating and the duration of time it takes to complete - Ventilation - The advertising of the business - The plan for delivery and return of the product - Specifics of the prior approval of past FFL applicants Residents questioned Administration how complaints would be handled should issues arise. Administration provided an explanation to residents of the procedure of code enforcement. No further comments were received. MASTER PLAN REVISION – Review and consideration of the following Articles: Article 2 (Population and Housing Analysis) The demographic statistics that are compiled by the U.S. Census Bureau have been updated “in red” to reflect the latest population figures of Richmond and the surrounding townships as well as Household Income and other data. The data indicates the population and housing is in line with the State of Michigan as well as the Midwestern states. Article 9 (Housing Needs Analysis) It was noted that the Housing Needs Analysis has been updated with current housing values and Median Household Income ranges to show which value of home we have a surplus and which value of home has a deficit. Article 11 (Community Facilities Analysis) The article has been updated to reflect the addition of the Roosevelt Civic Auditorium (The Aud), and dated language has been revised. Request for updates to Article 11, Community Facilities Analysis paragraphs will have the following changes made: Department of Public Works –The last sentence will be struck and a new sentence redrafted Cemetery – Last sentence will be updated Community Parks and Facilities – Festival grounds will be added MISCELLANEOUS MATTERS FROM THE CITY STAFF PCM: 03/14/2024 Page 4 of 5  APPROVED 04/08/2024 City Manager Moore, with the assistance of DPW Director Goetzinger has applied for federal funding through U.S. Representative Lisa McClain’s office for grant money directed toward water main work. City Planner Jeschke notified Commissioners that City Council approved a Social District in the northern business district. City Clerk McCallister provided statistical information about the recent Presidential Primary election and the newly implemented 9 days of early voting. CHAIRMAN AND COMMISSION MEMBERS Kaminski inquired about the status of the County Line/Muttenville cut. Zink explained reasoning for the allowance of the untraditional format for the public hearing/ Item for Consideration. Commissioners were all in agreement that the procedure was appropriately justified.
