APPROVED 05/09/2024 REGULAR MEETING PLANNING COMMISSION MINUTES APRIL 11, 2024 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00PM., ON THURSDAY, APRIL 11, 2024, BY CHAIRMAN ZINK ROLL CALL Present: Caperton, Frank, Kaminski, Maniaci, Moore, Rix, Weinert, Zink Absent: Misch Others: City Planner Jeschke, City Clerk McCallister Visitors: None Motion by Moore, seconded by Rix to excuse Commissioner Misch from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Rix, seconded by Caperton, to approve the minutes of the March 14, 2024 regular meeting as presented. Discussion on motion: A change is necessary to the roll call vote for Item: B1 SCU-03-02024/ Brett Coney. The nay vote should reflect Commissioner Weinert and omit Zink. Motion by Kaminski, seconded by Caperton, to amend the March 14, 2024 minutes as noted. All yeas Motion passes AUDIENCE PARTICIPATION None CORRESPONDENCE PCM: 04/11/2024 Page 1 of 3 APPROVED 05/09/2024 - City Council Regular Meeting Minutes of March 18, 2024 - City Council Special Meeting Minutes of March 11, 2024 - City Council Regular Meeting Minutes of March 4, 2024 Motion by Weinert, seconded by Kaminski, to receive and file correspondence as presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Rix, seconded by Frank, to adopt the agenda as presented: All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1. MASTER PLAN REVISION – Review and consideration of the following Articles: Article 14 (Future Land Use Plan) City Planner Jeschke noted there were slight changes to density numbers (distinguishable by red font in the provided Article) The upper density number in each residential land use category now corresponds with the minimum lot size as prescribed by the Zoning Ordinance. Map 13 is utilized for any Future Land Use. The consensus of the Commission agree that no changes are necessary. Article 15 (Zoning Plan) There are currently 10 different zoning districts for 9 different Future Land Use categories. Map 14 shows the current zoning for the City. There was a discussion on future zoning developments and reasoning for why it is zoned as indicated. PCM: 04/11/2024 Page 2 of 3 APPROVED 05/09/2024 Chairman Zink asked that some of the history of the access to Detroit water and the annexation of neighboring property be provided in the interest of the newer Commissioners. The consensus of the Commission agree that no changes are necessary. MISCELLANEOUS MATTERS FROM THE CITY STAFF Moore indicated the list of properties that were omitted from the Master Plan – Structural Analysis will be replaced with other pertinent information. Jeschke noted a new owner of the property at the northeast corner of Division/Main Street has applied for two (2) occupancy permits for a take-out only restaurant and a smoke shop. Hopefully this owner will work with the neighboring business owner of the Rock Room to meet the parking needs of each business. CHAIRMAN AND COMMISSION MEMBERS Frank inquired about the RVFD Heavy Rescue truck parked by the Fire Hall. (It was noted it has been sold). Kaminski asked for an update on the development of the Wendy’s Restaurant. Master Plan Revision– Review and consideration of: Article 14 (Future Land Use Plan) Article 15 (Zoning Plan) MISCELLANEOUS MATTERS FROM THE CITY STAFF COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS ADJOURNMENT Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on the matter and act on the business item without interruption from the public. - 1 -
