APPROVED 06/13/2024 REGULAR MEETING PLANNING COMMISSION MINUTES May 9, 2024 THE REGULAR MEETING OF THE RICHMOND PLANNING COMMISSION WAS CALLED TO ORDER AT 7:00PM., ON THURSDAY, MAY 9, 2024, BY CHAIRMAN ZINK ROLL CALL Present: Caperton, Kaminski, Maniaci, Moore, Rix, Weinert, Zink Absent: Frank, Misch Others: City Planner Jeschke, City Clerk McCallister Visitors: Ehad Alhadai, Mohamed Alhadai, Fowaz Hassan Motion by Moore, seconded by Rix, to excuse Commission Frank due to a death in the family and Commissioner Misch from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Rix, seconded by Kaminski, to approve the minutes of the April 11, 2024 regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None CORRESPONDENCE - City Council Regular Meeting Minutes of April 1, 2024 Motion by Weinert, seconded by Maniaci to receive and file correspondence as PCM: 05/09/2024 Page 1 of 4 APPROVED 06/13/2024 presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Moore, seconded by Kaminski, to adopt the agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION B-1. SPR-03-2024 MOHAMED & EHAD ALHADAI – Request for a Site Plan Review for a proposed take-out restaurant and tobacconist shop located at 69006 Main Street (APN: 50-07-03-35-487-004). City Planner Jeschke indicated the requested development meets the ordinance requirements however the parking access and layout is troublesome with the proposed uses. Both uses are inline and are ideal businesses for downtown. There are adequate parking spaces, three (3) on Division and three (3) on Main Street. Administration did not make any recommendations but rather let the Commission discuss the application. The applicant indicated the proposed restaurant will not have any seating as it will be a take-out only facility. There are plans for two (2) staff to be present at any given time in the restaurant and one (1) at the tobacco shop. Motion #1 Motion by Rix, seconded by Moore, to Approve the requested Site Plan Review for a proposed take-out-restaurant and tobacconist shop on 0.17 acres of property located at 69006 Main Street (APN: 50-07-03-35-487-004)), subject to the following condition(s): 1. The parking on the property shall be striped to indicate the parking spaces. Additionally, the southernmost parking space on the Main Street side shall be striped with an eight foot wide hatched access aisle and shall be indicated as a handicap accessible parking stall. 2. The applicant shall submit the sign permits for all proposed wall and freestanding signage that meets or exceeds the Zoning Ordinance requirements. PCM: 05/09/2024 Page 2 of 4 APPROVED 06/13/2024 3. The applicant and property owner shall work with the City and adjacent property owners on storm-water drainage and paving of the parking lot at the rear of this property. Failure to have the rear parking lot paved within one-year of approval may result in revocation of this approval. Discussion on motion: Commissioners expressed concern with the location of the proposed businesses due to parking constraints. Furthermore, backing out onto Main Street may be troublesome due to the intersection. It was recommended that the northeast side of the building be paved for additional parking. Commissioner Rix asked if handicapped spaces are mandated for businesses. Planner Jeschke indicated handicapped spaces are only mandated on new construction. Motion #2 Motion by Rix, seconded by Moore, to Approve the requested Site Plan Review for a proposed take-out-restaurant and tobacconist shop on 0.17 acres of property located at 69006 Main Street (APN: 50-07-03-35-487-004)), subject to the following condition(s): 1. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY STAFF City Manager Moore indicated the artwork for the DIA’s “Inside Out” program has been installed in various locations throughout the City. City Planner Jeschke noted that Wendy’s construction is progressing quite well. MISCELLANEOUS MATTERS FROM THE CITY STAFF COMMENTS FROM CHAIRMAN AND COMMISSION MEMBERS ADJOURNMENT Those members of the Planning Commission wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the Planning Commission each item to be considered, the Chair shall first ask for a motion from the Planning Commission on the item to be discussed. Once a motion is made and seconded, the Planning Commission may discuss the matter at hand. Once the Planning Commission has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at their sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the Planning Commission shall then engage in any final discussion on the matter and act on the business item without interruption from the public. - 1 -
