Master Plan Revision – Review and consideration of: Combine Articles 4 and 5 (Structural Condition Analysis and Historic Structures and Preservation) Article 5: Historic Structures and Preservation During the prior review of Article 5: Historic Structures, the consensus agreed to change one (1) photo and to remove the individual list of substandard properties. There now are three (3) types of buildings; standard, sub-standard, and deteriorating. Most of the changes to the verbiage in Article 4 are noted in red font (pages 31-32). This small section of Article 4 will be added to the end of Article 5, and completely delete Article 4 as the two sections are inter-related. There was a brief discussion of how to attain grant money for historic preservation as the City currently does not have a Historic District. The façade program can be utilized for such initiatives. No further comments were received. PCM: 06/13/2024 Page 2 of 4  APPROVED 08/08/2024 Article 10 - Boundary Adjustment Plan Analysis Administration is meeting with a surrounding Township Supervisor to discuss concerns. The City is open to a discussion in establishing an inter-local agreement with the surrounding townships but at this time there is no interest. Administration will discuss this in more detail with the Planning Commission at an upcoming meeting. There was a change to the verbiage on page 59, paragraph 4, noted in red font. There will be a change to the annexation verbiage to reflect that the annexation of the land was initiated by the property owners and not by the City. No further comments were received. MISCELLANEOUS MATTERS FROM THE CITY STAFF The City Clerk announced that absentee ballot applications for the August 6th State Primary were mailed out last week. City Manager Moore mentioned there will be a change to the waste pick-up (from Tuesday to Monday) as a new contract was recently signed with Priority Waste. This change will begin July 1st. Details will be announced to the residents via a public informational flyer. This Saturday, June 15th, there will be a wrestling event at the Aud to raise funds for Saving Destiny Animal Shelter. CHAIRMAN AND COMMISSION MEMBERS Frank indicated the Richmond High School Trap team will be competing at the State Finals in Mason. Weinert reminded Commissioners of the RAHGS Heritage Festival and Fiber Fest on June 29th and 30th. Zink asked fellow Commissioners about any anticipated absences during the summer months. Administration indicated emails will be sent out prior to the meetings to ensure there is a quorum. Summer meetings will continue as scheduled.
