APPROVED 04/24/2019 TAX INCREMENT FINANCE AUTHORITY MINUTES MARCH 27, 2019 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, MARCH 27, 2019, BY CHAIRMAN RUFF. Present: Garant, Hebel, LaFore, Reindel, Ruff, Yelencich Absent: Ball Others: Director Moore Visitors: None. Motion by Reindel, seconded by LaFore, to excuse Authority Members Ball from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Hebel, seconded by Garant, to approve the minutes from January 23, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Garant, seconded by LaFore, to approve the Schedule of Bills dated January 31, 2019, in the amount of $257.80. All yeas Motion passes Motion by Reindel, seconded by Hebel, to approve the Schedule of Bills dated February 14, 2019, in the amount of $5,130.55. All yeas Motion passes Motion by LaFore, seconded by Reindel, to approve the Schedule of Bills dated February 28, 2019, in the amount of $6,127.33. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for February 2019 City Council Meeting Minutes of January 7, 2019 City Council Meeting Minutes of January 21, 2019 City Council Quarterly Roundtable Minutes of January 21, 2019 City Council Meeting Minutes of February 4, 2019 City Council Meeting Minutes of February 18, 2019 Motion by LaFore, seconded by Garant, to approve the Correspondence as presented. All yeas Motion passes PUBLIC COMMENTS None ADOPTION OF AGENDA The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Discussion on Streetscape Signs Director Moore informed the Authority that Administration was moving forward with bidding out the signage package in April. The Authority was presented with two sets of signage plans in their packet. The first set of plans show the additional Streetscape signs that have been developed Page 2|4 TIFA: 03/27/2019 APPROVED 04/24/2019 with the Streetscape Committee. Administration worked with the architect firm (OCBA) that created the original signage bid documents for the blue city limit, park and City facility signs currently used. For the Beebe Park Directional Sign, two options were presented to add Baily Park and Historic Village to the sign. Administration told OCBA to go with Option 1 in the final version. This option has a larger font size. The first set of plans also included the signs developed for display of the City’s Civic Organizations and where these signs would be located. The Authority was in favor of these signs and agreed with selection Option 1 for the Park Direction Sign. The second set of signs are for identifying the state championships. The Authority needed to determine if they wanted to go with the all in one version listing the team championships or if they wanted the individual slats for each team. Also the Authority needed to determine if we would limit the signs to the MHSAA State Championship Teams. The Authority was in favor of going with the individual slats for each Championship Team. The Authority also discussed removing the MHSAA designation, so that all High School recognized teams that won a State Championship could be listed. Motion by Reindel, seconded by Yelencich, to approve the Streetscape Signage for bid and change the Sports Team Signs as discussed and present to Council for their review and approval. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - The final connections to the sanitary sewer near Mar-Mac lift station have been made. All flows are now being directed through the new gravity sewer to the Richwood lift station. - Construction on Hamblin Pub is almost complete. - Masters Machine will be applying for a Tax Abatement - A proposed plumbing business will be going in where Pops Sweets and Treats had been located. - The Chamber of Commerce may be dissolving. - A public information meeting on the Monroe Street project is scheduled for Tuesday, April 2nd at the Richmond Community Center.
