APRIL 24, 2019
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:01 P.M., ON WEDNESDAY, APRIL 24, 2019, BY CHAIRMAN RUFF.
Present: Ball, Hebel, LaFore, Reindel, Ruff, Yelencich
Absent: Garant
Others: Director Moore
Visitors: None.
Authority member Garant was excused from tonight’s meeting.
APPROVAL OF MINUTES
Motion by LaFore, seconded by Yelencich, to approve the minutes from March 27,
2019, as presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by Ball, seconded by Reindel, to approve the Schedule of Bills dated March 28,
2019, in the amount of $4,500.79.
All yeas Motion passes
Motion by LaFore, seconded by Hebel, to approve the Schedule of Bills dated April 11,
2019, in the amount of $3,815.93.
All yeas Motion passes
Motion by Hebel, seconded by LaFore, to approve the Payroll Expense for March 2019,
in the amount of $ 2,488.07

ADOPTION OF AGENDA
The Agenda was adopted with the addition of Item #2 – Request from Richmond Area
Historical and Genealogical Society (RAHGS)
ITEMS FOR CONSIDERATION
1. Discussion on Public Act 57 of 2018
Director Moore informed the Authority of recent legislation that will impact TIFA. The
new act creates new reporting requirement for authorities such as TIFA. Some of the
reporting requirements are to the public and some are new reporting requirements to
the State Department of Treasury.
The new Reporting requirements include:
- Posting of the TIFA Plan on the website.
- Hold two informational meetings annually.
- Post a summary of the TIFA finances and accomplishments on the
municipal website.
- Send a summary of the TIFA finances and accomplishments to the
Department of Treasury.
Administration has complied with the first reporting requirement. The third and fourth
reporting requirements will be due 180 days after June 30, 2019. Director Moore
informed the Authority that his goal will be to finalize the TIFA plan, send it to the
Department of Treasury and post it on the City website. We will have to have the
County come back before TIFA to finalize the plan.
The two informational meetings can be held sometime throughout the year in
conjunction with a TIFA meeting. We can determine those meetings dates at a later
time.

2. Request from RAHGS
Tom Hebel requested that TIFA help fund the limestone by the barn in the Historical
Village in preparation for the grand opening. He estimated the cost for the limestone
would be $400 - $450.
Motion by LaFore, seconded by Ball, to approve up to $450.00 for limestone for the
approach and around the barn, in the Historical Village, in preparation for the Grand
Opening.

MISCELLANEOUS MATTER FROM THE DIRECTOR
Director Moore – working to finalize the sign spec and the school signs.
- Star brewery will be opening shortly
- A new Yoga Studio will be going in where the John Frank law office was
located.
- Road projects will begin next week.
CHAIRMAN AND AUTHORITY MEMBERS
Reindel – Commented on the poor condition of the Main Stop Party Store awning.
Other TIFA members mentioned seeing recent activity on the awnings at this location.

Motion by Reindel, supported by Hebel, to adjourn the Tax Increment Finance Authority
meeting at 7:33 p.m.
