Motion by Hebel, seconded by LaFore, to excuse Authority Members Garant and Yelencich from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Reindel, seconded by LaFore, to approve the minutes from June 26, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Ball, to approve the Schedule of Bills dated June 27, 2019, in the amount of $8,521.15, as presented. All yeas Motion passes Motion by Hebel, seconded by Reindel, to approve the Schedule of Bills dated July 11, 2019, in the amount of $4,313.44, as presented. All yeas Motion passes Motion by Reindel, seconded by LaFore, to approve the June 2019 payroll expenses in the amount of $2,538.92. PUBLIC COMMENTS None ADOPTION OF AGENDA Adopted the Agenda as amended: Add Item #2 – Discussion on School Scoreboard ITEMS FOR CONSIDERATION 1. Adoption of Resolution No. 2019-1/Dedication of Funds Motion by Hebel, seconded by LaFore, to adopt TIFA Resolution No. 2019-1, which dedicates the $436,850 in surplus funds against future projects. All yeas Motion passes 2. Discussion on School Scoreboard Director Moore informed the Authority that when TIFA approved to fund the scoreboard for the schools, it was with the understanding that the schools would seek funding from other organization and reimburse TIFA. Richmond Athletic Director Chris Rinehart approached the City Manager with a proposed change on the Scoreboard. The City/TIFA logo would be permanently displayed on the scoreboard, however the remaining three spots would be sponsorship spots sold for 1-3 year increments as a way to provide a revenue stream to the athletic programs. The City Manager also spoke with Chris that along with taking the proposal to TIFA, we would like a plaque on the concession stand stating that the City of Richmond TIFA paid for the building. Page 2|3 TIFA: 07/24/2019  APPROVED 08/28/2019 Motion by Reindel, seconded by Ball, to accept the School’s proposal to have the City of Richmond TIFA Logo placed permanently on the Scoreboard and also to have a plaque placed at the Concession Stand/Restroom noting TIFA’s contribution to the construction of the Facility. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - Sign contracts have been signed and the project is moving forward. - Rummage and Relics and the Community Garage Sale is this weekend. - The West Richmond subdivision project is moving forward. - The Recreation Plan has been updated and will be adopted shortly - The Tree Lighting and Santa Parade will be moving to Maniaci’s, the parade is being shortened and will now be held on Saturday. CHAIRMAN AND AUTHORITY MEMBERS Reindel – questioned if the TIFA budget included funding for a grant writer. Director Moore stated that there were fund in the contractual services line item that could be used for a grant writer.
