TAX INCREMENT FINANCE AUTHORITY MINUTES AUGUST 28, 2019 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, AUGUST 28, 2019, BY ACTING CHAIRMAN REINDEL Present: Ball, Hebel (7:04 PM), LaFore, Reindel, Yelencich Absent: Garant, Ruff Others: Director Moore, City Clerk Stagl Visitors: None. Motion by Ball, seconded by LaFore, to excuse Authority Members Garant and Ruff from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by LaFore, seconded by Ball, to approve the minutes from July 24, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Ball, seconded by Yelencich, to approve the Schedule of Bills for August, in the amount of $12,957.85 as presented. All yeas Motion passes Motion by LaFore, seconded by Yelencich, to approve the July 2019 payroll expenses in the amount of $2,178.03. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for July 2019 City Council Meeting Minutes of July 15, 2019 Page 1|3 TIFA: 08/28/2019 City Council Meeting Minutes of August 5, 2019 Received and Filed the Correspondence as presented. PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Ball, seconded by LaFore, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of LED Lighting Director Moore informed the Authority that the current WWTP Budget and TIFA budget includes funds for the replacement of fluorescent light fixtures at the WWTP, DPW and Fire Hall. The funding includes both the purchase of LED retrofit kits to be installed and the DPW Labor and equipment rental charged. TIFA will be approving the LED retrofit costs for the DPW and Fire Hall facilities. City Council will approve the portion covering the WWTP. Motion by Ball, seconded by LaFore, to authorize the expense of $2,100 for the purchase of 2’ X 2‘ and 2’ X 4’ retrofit kits from Ray Electric for the DPW and Fire Hall, with the understanding the costs for the Fire Hall may require more funding. All yeas Motion passes 2. Discussion on Building to Building Lights Director Moore informed the Authority that the current TIFA budget includes funding for string lights that would go from building to building in the downtown area. The TIFA Director has been in contact with the Port Huron City Manager and Downtown Development Authority Director to gather information on potential costs for this project. Port Huron utilized a system of weighted sleds that were placed on the roofs of the downtown building to string the lights without having to physically attach something to the building façade. The Port Huron City Manager estimated that they spent about $60,000 in materials. The city also needed to receive an easement from each building owner. Page 2|3 TIFA: 08/28/2019 Director Moore was still waiting for an answer from Port Huron on what they used for power to the lights. The City could potentially have to get approval from MDOT to string the lights across Main Street. The Authority members were in favor of this project. MISCELLANEOUS MATTER FROM THE DIRECTOR - Currently waiting for the sign samples from the Sign Company. - The Teltow sub will be getting the pavement done shortly. - The Marcile’s has received some offers on the building. - Have been speaking with the new owner of the Time on Main Street building. CHAIRMAN AND AUTHORITY MEMBERS Ball – Congratulated Tom Hebel for receiving the City’s Volunteer of the Year Award. Reindel – Informed the Director that Josh Kramer may be interested in the old Eric’s Filling Station Site.
