APPROVED 10/23/2019 TAX INCREMENT FINANCE AUTHORITY MINUTES SEPTEMBER 25, 2019 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, SEPTEMBER 25, 2019, BY CHAIRMAN RUFF Present: Ball, Garant, Hebel, LaFore, Reindel, Ruff Absent: Yelencich Others: Director Moore, City Clerk Stagl Visitors: None. Motion by Garant, seconded by Hebel, to excuse Authority Member Yelencich from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Hebel, seconded by LaFore, to approve the minutes from August 28, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Hebel, seconded by Garant, to approve the Schedule of Bills for September, in the amount of $11,004.84 as presented. All yeas Motion passes Motion by LaFore, seconded by Hebel, to approve the August 2019 payroll expenses in the amount of $3,253.81. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for August 2019 City Council Meeting Minutes of August 19, 2019 Page 1|3 TIFA: 09/25/2019 APPROVED 10/23/2019 City Council Meeting Minutes of September 3, 2019 Received and Filed the Correspondence as presented. PUBLIC COMMENTS None ADOPTION OF AGENDA The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Chamber of Commerce Request/Scarecrow Event Director Moore informed the Authority that the Chamber of Commerce was requesting assistance with their fall decorating/scarecrow event. There are enough funds in the Community Promotions line item to cover this cost. Motion by Garant, seconded by Reindel, to approve the request from the Richmond Area Chamber of Commerce for assistance with the fall decorating and authorize up to $500 for straw bales and cornstalks to be placed at Main Street light poles from Park Street to Gratiot Avenue from Tuesday, October 1, 2019 to November 3, 2019. All yeas Motion passes 2. Consideration of the purchase of Christmas Decorations Director Moore informed the Authority that some of the decorations were close to 19 years old. In 2017 TIFA began replacing the oldest decorations. It was the recommendation of the Director to purchase 23 Christmas Decorations this year and plan for the replacement of the 26 remaining decorations in 2020. Motion by Reindel, seconded by LaFore, to authorize the purchase of the following decoration and pole wraps from Display Sales: 1 - 6 foot Santa – to be placed at the Fire Hall 4 – Zig Zag Trees and 4 Green lit garland 6 – Single Bells and 6 gold pole wraps 6 – Single Poinsettia’s and 6 Green lit garland 6 – Candles with Halos and 6 6 Green lit garland All yeas Motion passes 3. Adoption of 2020 Meeting Schedule Page 2|3 TIFA: 09/25/2019 APPROVED 10/23/2019 Motion by Hebel, seconded by Garant, to adopt the 2020 TIFA Meeting Schedule as presented. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - The location for the signs have all been marked. The civic sign needs to be removed from the MDOT right-of-way. - Some work will be done this fall on some of the manholes on north Main Street. CHAIRMAN AND AUTHORITY MEMBERS Reindel – May need to move the November 20, 2020, meeting. There is a fire hall meeting on this same date. This can be discussed at a future meeting when it gets closer. Garant – Thanked everyone for all their thoughts and prayers.
