APPROVED 11/25/2019 TAX INCREMENT FINANCE AUTHORITY MINUTES OCTOBER 23, 2019 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, OCTOBER 23, 2019, BY CHAIRMAN RUFF Present: Garant, Hebel, LaFore, Reindel, Ruff, Yelencich Absent: Ball Others: Director Moore, City Clerk Stagl Motion by Hebel, seconded by Garant, to excuse Authority Member Ball from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Hebel, seconded by Reindel, to approve the minutes from September 25, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Reindel, to approve the Schedule of Bills for October, in the amount of $26,224.88 as presented. All yeas Motion passes Motion by Hebel, seconded by Garant, to approve the September 2019 payroll expenses in the amount of $2,200.74. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for September 2019 City Council Meeting Minutes of September 16, 2019 Received and Filed the Correspondence as presented. Page 1|3 TIFA: 10/23/2019  APPROVED 11/25/2019 PUBLIC COMMENTS None ADOPTION OF AGENDA The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Update on TIFA Plan Director Moore informed the Authority that he would like to establish a joint meeting with City Council in November to develop a new 5-10 year project list for the TIFA Plan. Director Moore requested that the Authority begin discussing projects that they would like to see included in the list. Included in the packet, the following documents were provided to the Authority: - Printed copy of the County’s presentation from 2014 that includes identifying character areas. - Results of the Large and Small Group discussion from a meeting in 2011. - Updated financial projections showing the TIFA capture for 2019-2038. Director Moore informed the Authority that Macomb County Planning Department will be invited to the November joint meeting with Council. Reindel stated that he would like to see TIFA do a large project that residents in the City could easily recognize. The Authority discussed different ways that the budget could be prepared. Potentially, TIFA could review the six year plans from the other departments and City to select projects that TIFA may want to include in their budget and six year plan. Motion by Hebel, seconded by Garant, to invite the City Council to the November TIFA meeting to review and develop a project list for the TIFA Plan. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR At the November Planning Commission meeting, there will be a public hearing regarding the following proposals: Page 2|3 TIFA: 10/23/2019  APPROVED 11/25/2019 - Proposed business for the old granary property. - Grace Christian Church. Proposal to move into a store front on Main Street - Schweiger Apartments – A new site plan is being proposed. (The apartments do not require a public hearing). - The new Christmas decorations have arrived. - No tricks, only treats event will be held on Halloween from 6-8 pm CHAIRMAN AND AUTHORITY MEMBERS None.
