APPROVED 01/22/2020 TAX INCREMENT FINANCE AUTHORITY MINUTES DECEMBER 16, 2019 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 6:00 P.M., ON MONDAY, DECEMBER 16, 2019, BY CHAIRMAN RUFF Present: Ball, Garant, Hebel, LaFore, Reindel, Ruff, Yelencich Absent: None Others: Director Moore, City Clerk Stagl, Ken Kingsley, Jaime Greene, Emily Allen, Tim Rix APPROVAL OF MINUTES Motion by Hebel, seconded by Garant, to approve the Joint Meeting minutes from November 25, 2019, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Hebel, seconded by Garant, to approve the November 2019 payroll expenses in the amount of $ 7,137.41. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for November 2019 City Council Meeting Minutes of November 18, 2019 PUBLIC COMMENTS 1. TIFA Plan Director Moore informed the Authority that with the passage of Public Act 57 of 2018, the City of Richmond TIFA is required to hold two “public information” meetings each year. Information meetings are for the purpose of informing the public of the goals and direction of the authority, including projects to be undertaken in the coming year. ADOPTION OF AGENDA Page 1|3 TIFA: 12/16/2019 APPROVED 01/22/2020 The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Adoption of TIFA Plan Director Moore informed the Authority that in addition to the public information meeting, he will be uploading a lot of information regarding TIFA onto the City’s website. Motion by Garant, seconded by Hebel, to adopt the 2019 TIFA Plan for the City of Richmond Tax Increment Finance Authority and forwarding the plan to the City Council for their approval. All yeas Motion passes 2. Ice Carvings Director Moore reminded the Authority that last year they had discussed the possibility of hiring someone to do an ice carving demonstration in conjunction with the Good Old Winter Days event. The Director has received costs for blocks of ice. If we are doing only one sculpture, TIFA may want to go with the 4-6 block sculpture or the 7-10 block sculpture. The Authority discussed the possibility of increasing the number of blocks of ice purchased and have 1 larger sculpture and several smaller sculptures. Motion by Reindel, seconded by LaFore, to approve the purchase of 15 blocks of ice from Finesse Ice. The TIFA Director will work with the Good Old Winter Days Committee to decide on the display. All yeas Motion passes 3. Across the Road Banner Poles The Authority is being asked to consider approving the purchase of an additional set of banner poles that will be installed just north of the Fire Hall. The existing set of poles were installed near Ball Equipment in 2016. Administration is recommending that we purchase the new set of poles from JRanck, who have indicated they would hold their 2016 pricing on the installation. The City Engineer, Ken Kingsley, is recommending awarding the 2019 across the road banner poles to JRanck, to save money on engineering costs to bid the project. Page 2|3 TIFA: 12/16/2019 APPROVED 01/22/2020 Motion by Hebel, seconded by Garant, to waive purchasing ordinance requirements under section 64-53 (d) and authorize the City Manager to approve the proposal from JRanck in the amount of $32,900. A roll call vote was taken: All yeas (Garant, Hebel, LaFore, Reindel, Ruff, Yelencich, Ball) Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - Thanked the Authority for meeting in December - The Streetscape signage company is in town and will be finishing up the signs. - Jim Goetzinger has ordered the sports signs. CHAIRMAN AND AUTHORITY MEMBERS Garant – Wished everyone a Merry Christmas Hebel – Commented on the new Community Christmas Tree location – this was a definite improvement. - The Historical Society would like some of the old Christmas Ornaments.
