MINUTES
JANUARY 22, 2020
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 6:00 P.M., ON MONDAY, JANUARY 22, 2020, BY VICE-CHAIRMAN
HEBEL
Present: Ball, Garant, Hebel, LaFore, Reindel, Yelencich (7:07 PM)
Absent: Ruff
Others: Christine Rowley
Motion by Garant, seconded by LaFore, to excuse Authority members Ruff and
Yelencich from tonight’s meeting.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by LaFore, seconded by Reindel, to approve the Joint Meeting minutes from
December 16, 2019, meeting as presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by Ball, seconded by Garant, to approve the December 2019 payroll expenses
in the amount of $ 9,259.08 and the Schedule of Bills for January in the amount of
$14,684.86.
All yeas Motion passes

ADOPTION OF AGENDA
Motion by LaFore, seconded by Reindel, to adopt the Agenda as presented.

ITEMS FOR CONSIDERATION
1. RAHGS Grant Writer
Director Moore informed the Authority that the Historical Society was requesting that
TIFA consider assisting with the cost of their grant writer that they have hired to assist
them in writing grants to continue with the implementation of their long rage plan.
To date the Historical Society has paid $522.00 toward the grant writer. They request
any amount that TIFA would consider.
Christine Rowley informed the Authority that the Historical Society would be receiving
another bill for the actual grant submittal. This bill will be for around $1500.00.
Director Moore stated that TIFA may want to consider a 50/50 split with the Historical
Society.
Motion by Garant, seconded by LaFore, to contribute $1,000.00 towards the grant
writer costs paid by RAHGS.

2. Discussion on Future Projects
Director Moore presented the Authority with a project list of items that have been
brought up by TIFA or City Council over the years. These items are:
Across the road banners
Continued support of the Façade Programs
Continued support of the Streetscape Improvements
Community Marketing Efforts
Continued support of special events
Completion of the replacement of old Christmas decoration
Contribution toward a leaf vacuum truck.

Director Moore suggested that TIFA may want to consider including funds for
preliminary engineering for the parking lot behind Chaps and re-doing the parking lot,
also for an estimate to put the electrical underground.
LaFore suggested that funds be included to enhance the Council chambers (pictures, a
clock, historical memorabilia and plaque on the door)
Hebel suggested that construction of a Good Old Days building to replace the beverage
tent. Director Moore informed the Authority that a permanent (Multi-Use) structure was
in the 5-year TIFA Plan.
MISCELLANEOUS MATTER FROM THE DIRECTOR
One large ice carving and 10 individual smaller ice carvings were approved for the
Good Old Winter Days. The large ice carving would be a snowmobile that people would
be able to sit on to take pictures.
The Chamber will begin to produce a quarterly newsletter. The TIFA was asked to
sponsor. Director Moore informed the Authority that he was waiting to see an example
of the newsletter before committing to sponsor it.
The Building Inspector and City Planner performed an on-site review of the proposed
new business (Sheds and Backyard Furnishing) that will be located along the railroad
tracks near the grain elevator (former Bar-B-Que site)
Sports signs are up. We are waiting for a bracket for the historical village sign. Civic
group signs will be going up shortly.

Authority meeting at 7:30 p.m.
