APPROVED 09/23/2020 TAX INCREMENT FINANCE AUTHORITY MINUTES AUGUST 26, 2020 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, AUGUST 26, 2020, BY ACTING CHAIRMAN REINDEL. Present: Garant, LaFore, Reindel, Weinert, Yelencich Absent: Ball, Ruff Others: None APPROVAL OF MINUTES Motion by Garant, seconded by Weinert, to approve the minutes from July 22, 2020, regular meeting as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Garant, seconded by LaFore, to approve the payroll expenses for July 16th through August 13th 2020 in the amount of $3,654.26. All yeas Motion passes Motion by LaFore, seconded by Weinert, to approve the Schedule of bills for July 22nd through August 17th 2020 in the amount of $29,144.26. All yeas Motion passes CORRESPONDENCE Revenue and Expense report for July 2020 City Council Meeting Minutes of July 6, 2020 City Council Meeting Minutes of July 20, 2020 City Council Quarterly Roundtable Meeting Minutes of July 20, 2020 Received and Filed. ADOPTION OF AGENDA Motion by Garant, seconded by LaFore, to adopt the Agenda as amended: Add Item #2 – Drive-In Movie in the Park/Recreation Department Funding All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of the purchase of Christmas Decorations The Authority was presented with copies of catalogue pages from Display Sales and Bronner’s. Director Moore informed the Authority that this year we will be replacing 26 of the Plain Wreath decorations. After discussion onvarious decorations, the Authority agreed on the following: Motion by Garant, seconded by Yelencich, to purchase the following decorations and garland from Display Sales and Bronner’s: From Display Sales 1 – 6 foot Reindeer 2 – 6 foot Toy Soldiers 1 – 6 foot Angel 8 – 4 foot Ornament Balls 6 – 4 foot Designer Stars 4 – 4 foot Zig Zag Trees 2 – 4 foot Poinsettias 2 – 4 foot candles with halo 1 – Green Timberland Garland From Bronner’s 1 - Poinsettia Over-the-Road Decoration Garland – metallic red and gold; 2 green All yeas Motion passes Page 2|4 TIFA: 08/26/2020 APPROVED 09/23/2020 2. Drive-In Movie in the Park – Recreation Department Funding Director Moore informed Authority members that the Recreation Department was in the process of planning and implementing an outdoor movie event in September. The company FunFlicks of Michigan has given us a quote of roughly $2803 for one movie event. This amount exceeds the funds budgeted for in the Recreation budget for Fall Programming. The Recreation Director is requesting that TIFA consider splitting the cost with the Recreation Department by funding $1,400. There are two potential dates available: Saturday, September 19th or Saturday, September 26th. The Recreation Board will be meeting on Tuesday, September 1st to select the date. The Authority was in full support of the movie and offered to fully pay for one movie event and fund half of the cost for a second movie event. Motion by LaFore, seconded by Yelencich, to approve funding the full $2,803 for the first weekend movie and should the Recreation Department want to host two movies, the TIFA would split the second weekend with the Recreation Department by providing $1,400 toward the second movie. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - The Recreation Department is working on a Halloween event that would be set up on the hike/bike trail and families will pre-register for a specific time so that participants could be spaced out. - On October 4th, the Moose Lodge/Michigan Dressers would be hosting their toy drive. - Survey work is being done on the parking lot behind the businesses on Main Street.
