MINUTES
February 24, 2021
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:03 P.M., ON WEDNESDAY, FEBRUARY 24, 2021, BY VICE-
CHAIRMAN REINDEL. THE MEETING WAS HELD VIRTUALLY VIA ZOOM.
Present: Ball, Garant, LaFore, Reindel, and Weinert
Absent: Ruff, Yelencich
Others: Director Moore
Visitors: None
Motion by Weinert, seconded by Ball, to excuse Authority Members Ruff and Yelencich
from tonight’s meeting, due to being out of town.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by Garant, seconded by LaFore, to approve the minutes from January 27, 2021,
as presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, seconded by Garant, to approve the Payroll Expense for January
15th thru February 11th 2021 in the amount of $4,369.63;
All yeas Motion passes
Motion by Ball, seconded by Weinert, to approve the Schedule of Bills dated January
19th thru February 15th, 2021 in the amount of $20,647.06;

Motion by Garant, seconded by Ball, to adopt he Agenda as presented.

ITEMS FOR CONSIDERATION
1. Discussion of FY2021-22 Budget
Director Moore presented the TIFA Board with copies of last year’s budget and sections
of the TIFA plan. This item is on the agenda to make sure the board has input into the
budget the Director will be putting together.
Reindel would like to focus on finishing the projects we have started or are in the
budget currently, such as the light in the downtown and the parking lot improvements.
Make sure we invest in the downtown. Also suggested reviewing the façade programs.
There was a consensus of the TIFA members that agreed with Reindel to focus on the
projects already in the budget including the downtown lights and parking lot projects that
invest in our downtown.
LaFore agreed and also suggested trying to place completion dates on the big projects.
Thought that we may be able to work with the coordinators of the new vintage markets
to have ongoing markets throughout the summer.
Weinert suggested making sure that events such as the Vintage market supplement
and enhance our existing local businesses and do not compete against them. Felt that
the downtown lights may still include some building to building lights in the area of
Monroe and Main and possibly somewhere by the Gierk Block. He also suggested that
TIFA consider that RAHGS is moving forward with their long term plan and to keep in

mind they may be looking for help with turning the existing garage into a historic gas
station.
Garant asked if we still had the frame/boards from the old ice rink. Would like to see if
it is possible to set up a smaller rink in the downtown. Others liked this idea and some
suggested the grass area next to the Aud if that building changes hands. The municipal
parking lot changes elevation up by Main Street, so the ice rink would need to go along
Parker Street if put there.
Consensus of the TIFA members is that they may need to consider funding at least a
portion of the improvements to the Aud if this building changes hands.
MISCELLANEOUS MATTER FROM THE DIRECTOR
Thanked everyone for zooming in to the meeting.
CHAIRMAN AND AUTHORITY MEMBERS
Ball – raised concerns about the lighting at 31 Mile Road and County Line. You come
up on the intersection without knowing it, because you are focused on the signal at 31
Mile and Gratiot. Director Moore stated that he would forward the concerns to the
County that maintains that intersection.
Reindel – Longtime fireman and local business owner in the TIFA District Al Bush
passed away, condolences to his family
ADJOURNMENT
Motion by Ball, supported by Reindel, to adjourn the Tax Increment Finance Authority
meeting at 8:01 p.m.
