Present: Ball, Garant, LaFore, Ruff, Weinert, Yelencich Absent: LaFore, Reindel Others: Director Moore, City Clerk Stagl Visitors: None Motion by Garant, seconded by Yelencich, to excuse Authority Members LaFore and Reindel from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Yelencich, seconded by Garant, to approve the minutes from February 24, 2021, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Yelencich, seconded by Weinert, to approve the Payroll Expense for February 12th through March 11, 2021 in the amount of $5,955.78 All yeas Motion passes Motion by Garant, seconded by Weinert, to approve the Schedule of Bills dated February 16th through March 15th, 2021 in the amount of $11,008.67. Page 1|3 TIFA: 03/24/2021  APPROVED 05/26/2021 PUBLIC COMMENTS None ADOPTION OF AGENDA Adopted the Agenda as amended: Added Item #3 – Consideration of Approving an Estimate for Repairs to the City Hall/Police Post Sign ITEMS FOR CONSIDERATION 1. Review of Façade Programs Director Moore briefed the Authority on the Façade Programs that Administration is recommending that we keep for FY2021-22. We currently budget $80,000 for the façade programs as follows: - Downtown Revitalization Program award of $15,000. - Project Clean-Up Program in the amount of $65,000 7 projects - $6,000 each 11 projects - $2,000 each 1 project - $1,000 The program provides funding for businesses to maintain their building, especially in our traditional downtown areas. The EDC is considering opening up the Downtown Revitalization Program to buildings where usage has significantly changed. This change still requires additional discussions and approval. 2. Consideration of Approving an Estimate for a Weed Barrier for the Hike Bike Path Director Moore informed the Authority that last year repairs were made to the hike bike path. The repairs relocated the path away from trees planted along the path. Even though the trail was moved, we still have tree root issues. The DPS Director spoke with Active Tree and they recommend going with a root barrier product. The root barrier is supposed to last for 15 years. Motion by Garant, seconded by Ball, to authorize the quote prepared by Jim Goetzinger in the amount of $2,505 to have DPW install the root barrier along the shifted portion of the hike bike path. All yeas Motion passes 3. Consideration of Approving an Estimate for Repairs to the City Hall/Police Post Sign Director Moore informed the Authority that the last sign package included updating the City Hall Police Post sign to match the blue style streetscape signs. In addition to updating the sign, Page 2|3 TIFA: 03/24/2021  APPROVED 05/26/2021 Administration was asked to get an estimate on repairing the brick work – the top row has deteriorated which is allowing the water to get behind the rest of the bricks and cause the piers to have issues. Motion by Weinert, seconded by Yelencich, to approve the quote from Small Time Masonry LLC in the amount of $1,792 for repairs and installation of limestone caps on the two piers on the City Hall Sign. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - The Board of Zoning Appeals have been busy. The City is starting to see some new businesses come into the City. - An indoor self-storage facility will be coming to Lenox Square - Saturday, March 27th the Recreation Department will be holding an Easter Event at 10:30 am. CHAIRMAN AND AUTHORITY MEMBERS Ruff – Commented on how great the Christmas decorations looked.
