THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON WEDNESDAY, MAY 26, 2021, BY MEMBER LAFORE
Present: Garant, LaFore, Weinert, Yelencich
Absent: Ball, Reindell, Ruff
Others: Director Moore, Deputy Clerk Focht

Motion by Garant, supported by Weinert, excuse Members Ball, Reindel, and Ruff.

APPROVAL OF MINUTES
Motion by Weinert, supported by Garant, to approve the minutes from March 24, 2021.

APPROVAL OF BILLS
Motion by Garant, supported by Weinert, to approve the Payroll Expenses for April 1st
through April 22nd, 2021 in the amount of $ 5,308.33

Motion by Garant, supported by Weinert, to approve the Payroll Expenses for April 23rd
through May 19th, 2021, in the amount of $ 2,376.80

0. Consideration of FY2021-22 TIFA Budget
Motion by Garant, supported by Yelencich, to approve the FY2021/2022 TIFA Budget.

1. Consideration of TIFA Tax Base Sharing Agreement
Motion by Garant, supported by Weinert, to approve the Captured Assessed Value
Sharing Agreement between the City of Richmond TIFA and the City of Richmond for
Fiscal Year 2021/22 and authorize the TIFA Director to sign the agreement.

Motion by Weinert, supported by Yelencich, to adopt TIFA Resolution 2021-1 which
Dedicates the $165,894 in surplus funds against future projects.

MISCELLANEOUS MATTER FROM THE DIRECTOR
Howard Street will be paved tomorrow.
Memorial Day parade will be Monday and travel South from Washington to the
Veteran’s Park.
There are not enough workers for Camp Richmond. The City is hoping that there will be
enough life guards from the class we are holding. June 19th is the tentative date for
opening the pool.
CHAIRMAN AND AUTHORITY MEMBERS
Member Weinert mentioned a business in the downtown using our bench for
advertising. It was brought to the owner’s attention and removed. The City might see
about getting the benches cleaned.
