THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON WEDNESDAY, JUNE 23, 2021, BY VICE-CHAIRMAN

Motion by LaFore, supported by Yelencich, excuse Members Garant and Ruff from
tonight’s meeting.

APPROVAL OF MINUTES
Motion by Weinert, supported by LaFore, to approve the minutes from May 26, 2021.

APPROVAL OF BILLS
Motion by LaFore, supported by Ball, to approve the Payroll Expenses for May 18th
through June 17th, 2021, in the amount of $7,498.95.
All yeas Motion passes
Motion by LaFore, supported by Weinert, to approve the Schedule of Bills dated May
18th through June 21st, 2021, in the amount of $40,900.98.

Motion by Ball, seconded by Yelencich, to adopt the Agenda as amended:

ITEMS FOR CONSIDERATION
0. Consideration of Request for Funding the Coach Kocher Memorial
Director Moore informed the Authority that Patrick Akerley, former Program Coordinator
for Richmond Blue Deveil Football, is requesting assistance from TIFA for funding a
new archway into the RHS football field. The funding would be to help fund the John
Kocher Memorial Archway. The Richmond School board approved the dedication of the
football field in honor of John Kocher and keeping the football stadium in honor of Ben
Boldt, with the understanding that there will be no monetary assistance provided from
the school district.
Patrick Akerley, informed the TIFA that the total estimated cost of the project is $30,000.
The volunteers that are working on the project have established a “Go Fund Me” page
and currently have raised $4,260 toward the project, plus an additional $5,000
commitment pending. They are asking that TIFA contribute $25,000 toward the project.
Authority members discussed that in addition to the new archway, there would be the
cost of the memorial plaques, the “Ben Boldt Stadium” sign and any additional costs
incurred. Discussed with Pat Akerley that TIFA would also like a plaque recognizing
their funding of the original building to come out of their contribution.
Authority members agreed that they would like to see TIFA step up and do something
for the community – Coach Kocher did a lot for the football program and the community.
It was suggested that TIFA contribute $20,000 which would go toward the cost of the

archway and the plaques.
Pat Akerley stated that there was still a lot of fund raising going on. He expressed his
appreciation to TIFA for the contribution of $20,000.
Motion by Ball, seconded by Yelencich, to authorize the expense of $20,000 toward
the cost of the new archway into the football field with the expense charged to the
appropriate line item, Capital Improvements – Other Projects, TIFA Fund.

1. Consideration of the Purchase of Christmas Tree Topper
Director Moore presented the TIFA with three options for a tree topper for the City
Christmas Tree: 1. A Silhouette Double Starr for $430; 2. A silver LED Moravian Star
for $488; and 3. A Bethlehem Star for $356.
The consensus of the Authority was to purchase Option 2 – the silver LED Moravian
Star for $488.
2. Discussion on Small Civic Group Sign
Director Moore informed the Authority that the City has installed the civic signs. Each
civic organization will be informed that they can have their signs done at Print-all for
about $100 for each organization. Director Moore questioned whether TIFA wanted to
pay this cost or the organization should be responsible for this cost.
It was the consensus that the organization should pay for the cost of their plaque to be
placed on the City’s civic organization sign.
Yelencich and Ball left the meeting at 7:32 pm for a fire run.
MISCELLANEOUS MATTER FROM THE DIRECTOR
- The Heritage Festival is this weekend (6/26 and 6/27) from 10 am – 4pm.
- The pool circulation pump needs to be replaced. The pool is currently closed
until the pump can be repaired.
