APPROVED 10/27/2021 TAX INCREMENT FINANCE AUTHORITY MINUTES SEPTEMBER 22, 2021 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, SEPTEMBER 22, 2021, BY CHAIRMAN RUFF Present: Garant, LaFore, Reindel, Weinert, Yelencich Absent: Ball Others: Director Moore, City Clerk Stagl Visitors: None Motion by Reindel, supported by Garant, to excuse Authority Member Ball from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, supported by Reindel, to approve the minutes from August 25, 2021. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, supported by Garant, to approve the Payroll Expenses for August 13th through September 9, 2021, in the amount of $4,945.76. All yeas Motion passes Motion by Garant, supported by Weinert, to approve the Schedule of Bills for August 17th through September 15, 2021, in the amount of $4,985.04. All yeas Motion passes CORRESPONDENCE Revenue and Expense Report for August 2021 City Council Meeting Minutes of August 16, 2021 Motion by Weinert, seconded by Garant, to receive and file the correspondence as presented. All yeas Motion passes TIFA: 09/22/2021 Page 1 of 3  APPROVED 10/27/2021 PUBLIC COMMENTS None. ADOPTION OF AGENDA The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Update on Downtown Lights Director Moore informed the Authority that we were making progress on the lighting for the Downtown light poles. We will need to give a final number of participants to Dan’s excavating next week, so that we can get a proposal back. It may be necessary to schedule a special meeting so the Authority can approve the expenditure so we can move ahead with the project. Authority members were in consensus that as long as the proposal came back within the budgeted amount, the Director has the authority to move forward with the project. Motion by Reindel, seconded by Garant, to authorize the Director to spend up to $25,000 on the lighting project. All yeas Motion passes 2. Update on Aud Director Moore informed the Authority that the School Superintendent, Brian Walmsley, contact him to state that the School Board had directed him to place the revised purchase agreement with the City on Their September 27th School Board Agenda. If approved by the Board, the City should take ownership of the building shortly after that. The DPS Director has estimates for the roof and masonry repairs. The DPS Director estimates the work for the needed repairs would be about $120,000 - $150,000. TIFA currently has $160,000 budgeted for roof and masonry repairs in the FY2021-22 budget. MISCELLANEOUS MATTER FROM THE DIRECTOR - Yoga in the Park will be held on Saturday at 9:00 am. - Cemetery Walk will be held September 25th. - The Main/Division Signal replacement will be done in October.
