All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, supported by LaFore, to approve the minutes from October 27, 2021. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, supported by Garant, to approve the Payroll Expenses for October 21st through November 18, 2021, in the amount of $7,562.17. All yeas Motion passes Motion by LaFore, supported by Weinert, to approve the Schedule of Bills for September 21st through November 16th, 2021, in the amount of $7,377.54. TIFA: 11/23/2021 Page 1 of 3  APPROVED 01/24/2022 PUBLIC COMMENTS None. ADOPTION OF AGENDA The Agenda was adopted as presented. ITEMS FOR CONSIDERATION 1. Public Information Meeting for Public Act 57 of 2018 Director Moore informed the Authority that recent legislation passed by the State Legislature impact TIFA moving forward. There are new reporting requirement for TIFAs. Some of the reporting requirements are to the public and some are reporting requirements to the State Department of Treasury. One of the requirements is to hold two informational meetings annually. One of these meetings is being held tonight and the second public meeting will be held at the December 6, 2021, City Council meeting. Notice of the public hearing was posted on the City’s website and notices were emailed to the Macomb County Clerk, City Clerk and the President of the Macomb Community College. Director Moore updated the Authority on the status of the Project Clean-up for 2020/2021. The Authority was also briefed on the on-going projects that have been started: 1. Downtown lighting project, 2. Upgrades to parking lot behind downtown businesses, 3. Moving of DTE light poles, 4. Purchase of the Aud and necessary repairs to the Aud. No action was required by the Authority. Authority members did request a map showing the boundaries of the TIFA District. 2. Update on Lighting Project Director Moore informed the Authority that we will be working with George Bremerkamp from Rauhorn Election on the lighting project for the downtown area. Administration is working with the lighting supplier, Winterland Company, out of Indiana, to order the lights. Administration is reviewing the light and cord set samples as well as measuring the building distance from the light pole to determine the amount of cabling, cord sets and lights to order. The lights will not be installed in time for the tree lighting on December 4th. The Authority was shown two different styles of lights that could be used: Cool White and Warm White. The Authority chose the warm white lights. 3. Update on Parking Lot Project Director Moore presented the Authority with a rough drawing of what it will take to put the DTE lines underground. It is possible to place the DTE lines underground in the main municipal parking lot on the west side of Main Street as well as both the parking lot behind Chaps and the parking lot behind PNC Bank on the east side of Main Street. TIFA: 11/23/2021 Page 2 of 3  APPROVED 01/24/2022 The City Manager and Public Service Director had a conference call with Thomas Dadswell to discuss what is shown on the map. The notes from this are as follows: - 3 or 4 new poles are expected. - The overhead service will be relocated underground and run from pole to a ground transformer. - The conduit will be 4” plastic. A minimum of 2 conduits are anticipated per run. - DTE is verifying the run labeled “PM” does not need to be in concrete. This is a primary main that needs to be relocated. This line crossed M-19. If it does have to be encased in concrete the cost of the project will be substantially increased. - A “tap box” would be installed on each building with conduit to the transformer. - New easements can be created based on the location of the new equipment. - The project can be broken up. - The work on Parker Street is overhead. No action was required by the Authority at this time. MISCELLANEOUS MATTER FROM THE DIRECTOR - Everything is moving forward with the Christmas Cash Program and the annual Tree Lighting/Santa Parade Event CHAIRMAN AND AUTHORITY MEMBERS None.
