TAX INCREMENT FINANCE AUTHORITY MINUTES April 27, 2022 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON WEDNESDAY, APRIL 27, 2022, BY CHAIRMAN RUFF. Present: Ball, LaFore, Reindel, Ruff, and Yelencich Absent: Garant, Weinert Others: Director Moore Visitors: None Motion by Ball, seconded by LaFore, to excuse Authority Members Garant and Weinert from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by LaFore, seconded by Yelencich, to approve the minutes from March 23, 2022, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Ball, to approve the Payroll Expense for March 15th thru April 21st, 2022 in the amount of $8,400.28; All yeas Motion passes Motion by LaFore, seconded by Reindel, to approve the Schedule of Bills dated March 15th thru April 21st, 2022 in the amount of $37,982.98; All yeas Motion passes CORRESPONDENCE Page 1|3 TIFA: 1/23/2019  Revenue and Expense report for March 2022 City Council Meeting Minutes of March 7, 2022 City Council Meeting Minutes of March 22, 2022 Received and Filed. PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by LaFore, seconded by Reindel to adopt he Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Proposal from Dominion Church – Heat Pumps Motion by Reindel, seconded by LaFore, to authorize the expense of $8,500 toward the purchase of three heat pumps from Dominion Church with the expense charged to the appropriate line item, Equipment Acquisition TIFA Fund. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR - As of Saturday, April 23rd, 2022 – all lights through our downtown areas are on. A letter was sent to 18 property owners to put a second phase of the lighting project in motion. Ray Shepherd reached out for information on the supplies we purchase and from which company as they are looking to add to the lighting installation at their dealership. - Meeting with Tetra Tech regarding the parking lot configurations. The City Manager, City Planner and Public Service Director met with John Barber to review the engineers work so far and provide guidance and suggestions on what types of improvements the City wants designed.
