THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON NOVEMBER 30, 2022, BY CHAIRMAN RUFF
Present: Ball, LaFore, Reindel, Ruff, Weinert, Yelencich
Absent: Garant
Others: Director Moore, City Clerk McCallister
Visitors: None
Motion by Reindel, supported by Ball, to excuse Authority Member Garant from tonight’s
meeting.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by Weinert, supported by Yelencich to approve the minutes from October 26, 2022, as
presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, supported by Reindel, to approve the Payroll Expenses for October 7th
through November 17th, 2022, in the amount of $8,743.00.
All yeas Motion passes
Motion by Reindel, supported by Ball, to approve the Schedule of Bills for October 13th through
November 14th, 2022, in the amount of $11,688.52.

Motion by Reindel seconded by Ball, to adopt the agenda as presented.

ITEMS FOR CONSIDERATION
1. TIFA informational presentation – Public Act 57 – 2nd meeting
City Manager Moore explained the reporting requirements of Public Act 57. This is the second
(2nd) official Public Informational Meeting necessary to meet this State requirement. Invitations
were sent for a second time via email to the Macomb County Clerk, City Clerk and President of
the Macomb Community College to attend the meeting and pose any questions. These
invitations are required to be sent to any agency to which we capture taxes from.
Administration provided copies of the City’s online TIFA page for members to review as well as
make any suggestions for further transparency. Moore expounded in further detail that all the
TIFA Plan documents are clickable links and that the public has access to all such documents
including budgets, audits, contracts, the Annual Synopsis as well as contact information.
Authority member Weinert suggested including photos on the TIFA page of both past and
present projects. All TIFA members agreed that it is an excellent idea.
Plans to incorporated photos of the local business projects that have been completed with use
of the façade funding as well as the many projects TIFA has accomplished over the years will
be added to the website.

MISCELLANEOUS MATTER FROM THE DIRECTOR
The donated Christmas tree will be going up December 1st.
Tetra Tech and DPW Director Goetzinger are working on the parking lot plans. Video of
the sewer leads have been done and this information is being input into the plans.
DTE reset the GFI’s of the new light signal on Monday, November 28th. They are
currently working on the timing.
Final reminder to RSVP for the Christmas Open House
CHAIRMAN AND AUTHORITY MEMBERS
Ball – Complimented the Christmas lights throughout town
Weinert – Historical Society will be open on Saturday, December 3rd, from 4pm-8pm. Moore
indicated there was an amendment to the Trolley Stop to include a drop off/pick up location at
Stone and Park Street.
LaFore – Have a safe and happy holiday

at 7:15 p.m.
