THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON JANUARY 25, 2023, BY CHAIRMAN RUFF
Present: Garant, LaFore, Reindel, Ruff, Yelencich
Absent: Ball, Weinert

Motion by Garant, supported by Reindel, to excuse Authority Members Ball and Weinert from
tonight’s meeting.

APPROVAL OF MINUTES
Motion by Reindel, supported by LaFore to approve the minutes from November 30, 2022, as
presented.

APPROVAL OF BILLS
Motion by LaFore, supported by Garant, to approve the Payroll Expenses for November 18th,
2022 through January 5th, 2023, in the amount of $12,034.33.
All yeas Motion passes
Motion by LaFore, supported by Garant, to approve the Schedule of Bills for November 15th,
2022 through January 16th, 2023, in the amount of $83,806.22.

Motion by LaFore seconded by Reindel, to adopt the agenda as presented.

ITEMS FOR CONSIDERATION
1. Richmond Youth Football and Cheer Request
TIFA was being requested by Richmond Youth Football and Cheer to assist in the purchase of
new introductory equipment, which included helmets and shoulder pads for the football players
and tumble mats for the cheerleaders.
Although this is a worthy cause, this is not typically something TIFA would normally fund. Jon
and Nicole will send a letter to the Richmond Youth Football and Cheer Vice President, Steve
Schlehuber, with a list of other organization that may assist in this purchase.
2. Consideration of Christmas decoration purchase
TIFA was being requested to consider the purchase of a new pole-mounted Christmas
decoration and 12 additional 9” x 15’ red and gold metallic garland pole wraps.
TIFA was presented with two (2) options for the new pole-mounted Christmas decoration, which
would replace the Santa decoration that was damaged in the high winds while hanging in front
of the Fire Hall. TIFA members agreed on the 6’ Snowman decoration.
Motion by Reindel, seconded by Yelencich, for the authorized expense of $1,479.00 toward
the purchase of the new 6’ Snowman Pole-Mounted Christmas Decoration and the 6 Red and 6
Gold Metallic Pole Wraps with the expense charged to the appropriate line item, Equipment
Acquisition, TIFA Fund.

3. Update on Parking Lots
TIFA Director gave an update on the parking lot project and presented final layout plans.
Director will meet with businesses next week.
Bids are scheduled to open February 7, 2023 and all submitted bids should come back to TIFA
for approval at their scheduled February meeting.
MISCELLANEOUS MATTER FROM THE DIRECTOR
The TIFA Director mentioned that DPW put up radar signs on existing speed limit sign posts on
the four major ways into the community. There are also four additional brackets placed on four
other primary roadways that the signs can easily be moved to in the future.
The TIFA Director updated the TIFA board on the renovations and insurance repairs to the
Roosevelt Civic Auditorium.
CHAIRMAN AND AUTHORITY MEMBERS
Board member Reindel asked for an update on the potential Biggby Coffee Shop. Director
Moore indicated that the Planning Commission had approved the special use permit for a drive
thru at the southwest corner of 31 Mile Road and Gratiot Avenue.

meeting at 7:36 p.m.
