April 26, 2023
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:01 P.M., ON APRIL 26, 2023, BY CO-CHAIRMAN REINDEL
Present: Ball, LaFore, Reindel, Weinert, Yelencich
Absent: Garant

Motion by Ball, supported by LaFore, to excuse Authority Member Garant from tonight’s
meeting.
APPROVAL OF MINUTES
Motion by Weinert, supported by LaFore to approve the minutes from March 1s, 2023, as
presented.

APPROVAL OF BILLS
Motion by LaFore, supported by Weinert, to approve the Payroll Expenses for February 10th,
2023 through March 9th, 2023 in the amount of $4,093.95, and the Payroll Expenses for March
10th, 2023 through April 19th, 2023 in the amount of $4,731.53.
All yeas Motion passes
Motion by Ball, supported by LaFore, to approve the Schedule of Bills for February 14th, 2023
through March 9th, 2023 in the amount of $25,272.59, and the Schedule of Bills for March 10th,
2023 through April 19th, 2023 in the amount of $7,493.47.

ADOPTION OF AGENDA
Motion by LaFore seconded by Ball, to adopt the agenda as amended:

ITEMS FOR CONSIDERATION
1. Discussion on Proposed FY2023-24 TIFA Budget
Director Moore discussed with the TIFA the current financial status of the proposed FY2023-24
TIFA budget. In accordance with Public Act 450 of 1980, the budget will first be presented to the
City Council for their approval and then submitted to the TIFA for their adoption.
Because of the magnitude of the large projects taking place, (i.e. parking lot project, the
RAGODF barn project and other capital improvements including the DPW barn) this will leave
TiFA with minimal funds to dedicate toward future projects initially. Administration will discuss
with the City Council to not limit the TIFA capture and leave the estimated $33,565 in the TIFA
budget.
The TIFA recommended the following projects they would like to see in the 6-Year Capital
Improvement Plan:
Weinert - Re-staining of the wooden pergola located at Pocket Park and the black metal
benches need to be refinished due to corrosion.
Moore – Would like to see the seasonal light pole banners replaced on a rotating basis.

Reindel – Fire Department parking lot needs resurfacing. The Church next door would need to
be approached as it is a shared parking lot. Moore agreed and added it could potentially be a
TIFA project or a City Capital Improvement Project.
Yelencich – A digital sign at the Aud. Moore noted that the sign should be covered at 100% by
the insurance company but will be one that needs to be updated manually. The sign will be
used to advertise all city events.
No other comments were received.
2. Consideration of Farm Market Expenses
This year the Farmer’s Market will run every Thursday from May 11th until October 5th, 2023
from 2:00pm until 9:00pm each day with the actual market being open from 3:00pm until
8:00pm. Last year TIFA approved the cost of an A-Frame sign and a portable bathroom. The
market draws customers not only to the market but into the Northern Business District as well.
Administration noted the bathroom will also be utilized for the Memorial Day Parade/Ceremony
and further recommends covering the rental of the portable toilet.
Discussion:
Melissa Majchrzak, Farm Market Coordinator, indicated many people on the trailhead use the
portable toilet along with Farm Market attendees. Special events will be held every month along
with the presence of mobile food vendors specializing in hand-held food. The State of Michigan
has a Michigan Farmers Market Association (Annual fee of $350 per person) in which
Majchrzak and Schoenberg hope to attend the annual conference in Jackson, MI for two (2)
days. The remainder of the conference is virtual.
Reindel asked Majchrzak to bring back information on the Farmers Market Association.
Motion by Ball, seconded by Yelencich to help with the cost of a portable toilet for the farm
market in the amount of $780.

MISCELLANEOUS MATTER FROM THE DIRECTOR
A special meeting with the EDC and Council took place in which the recommendation that the
City encourage local businesses join the Greater Romeo Washington Chamber of Commerce
was approved.
The parking lot project started this week which included an expansion of the dumpster
enclosure to accommodate three (3) dumpsters at each end of the lot. Next week, work on the
sanitary sewer will begin.

CHAIRMAN AND AUTHORITY MEMBERS
Members expressed their deepest sympathy in the passing of Chairman Ruff and applauded the
work he had done over the years. He will be greatly missed.
Weinert expressed his pleasure in TIFA’s support of the Farmer’s Market. He feels this event
revitalizes the area and is great to see.
Reindel suggested the TIFA hold election of Chair and Vice Chair.

Motion by Ball, supported by Yelencich, to adjourn the Tax Increment Finance Authority
meeting at 7:31 p.m.
