APPROVED 08/23/23 TAX INCREMENT FINANCE AUTHORITY MINUTES JULY 26, 2023 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON JULY 26, 2023, BY CHAIRMAN GARANT Present: Ball, Garant, LaFore, Weinert, Yelencich Absent: Reindel Others: Director Moore, City Clerk McCallister Visitors: None Motion by Ball, supported by Yelencich, to excuse Authority Member Reindel from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by LaFore, supported by Weinert, to approve the minutes from June 28, 2023, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, supported by Ball, to approve the Payroll Expenses for June 22, 2023 through July 19, 2023 in the amount of $5,222.07, and the Schedule of Bills for June 22, 2023 through July 19, 2023 in the amount of $318,877.62. All yeas Motion passes CORRESPONDENCE Revenue and Expense Report for June, 2023 City Council and Library Board Joint Meeting Minutes of June 5, 2023 City Council Minutes for the June 19, 2023 Regular Meeting City Council Minutes for the July 6, 2023 Regular Meeting Received and filed the correspondence as presented. TIFA Mtg: 07/26/2023 Page 1 of 3 APPROVED 08/23/23 PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Weinert, seconded by LaFore, to adopt the agenda as presented All yeas Motion passes ITEMS FOR CONSIDERATION 1. Review of Façade Program Administration reviewed projects and payouts that were granted towards the Project Clean–Up program. The Downtown Revitalization Program had one (1) project that had a payout of $15,000, Main Street Mercantile. This larger grant was geared towards a building that had been vacant for one (1) year or more. In an effort to encourage businesses to enhance their rear facades whom face the new parking lot administration is recommending TIFA consider adjusting the “banking” rules for projects in this area. By allowing a three (3) year program to not count against them may speed up the incentive to renovate this exterior. Currently there are four (4) businesses that have indicated they would be submitting Project Clean-Up applications to enhance their rear façade once the parking lot project is complete. Motion by LaFore, seconded by Yelencich, to direct administration with the forgiveness of banked years on Project Clean-Up applications done in FY2022-2023 or FY2023/2024 that enhance rear facades of businesses adjacent to the new parking lot. Discussion on motion: TIFA feels it is a great thing to offer forgiveness of the banked years. The positive reinforcement will provided positivity within the businesses district which hopefully will generate more events, activities and a great vibe for a “possible” social district. All yeas Motion passes TIFA Mtg: 07/26/2023 Page 2 of 3 APPROVED 08/23/23 MISCELLANEOUS MATTER FROM THE DIRECTOR Director Moore shared some concerns from local business pertaining to bicyclists and skateboarders riding on the sidewalks. A potential sidewalk sticker will be presented to City Council for consideration. (A sample copy of the sticker was shown to Authority members). No action needed; provided for informational purposes only. The local Richmond Chamber of Commerce dissolved and the City has joined the newly rebranded Northern Macomb Regional Chamber of Commerce (formerly The Romeo Chamber). The partnership with this Chamber and the City is a natural fit. They currently have a North Macomb Foundation in which they award scholarships to individuals from each community. CHAIRMAN AND AUTHORITY MEMBERS Garant extended condolences to Bill Ruff’s (former Chairman) family. ADJOURNMENT Motion by Ball, supported by Yelencich, to adjourn the Tax Increment Finance Authority meeting at 7:25pm.
