THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON AUGUST 23, 2023, BY CHAIRMAN GARANT
Present: Ball, Garant, LaFore, Reindel, Weinert, Yelencich

APPROVAL OF MINUTES
Motion by Reindel, supported by Yelencich, to approve the minutes from July 26, 2023, as
presented.

APPROVAL OF BILLS
Motion by LaFore, supported by Reindel, to approve the Payroll Expenses for July 20, 2023
through August 17, 2023 in the amount of $4,906.65.
All yeas Motion passes
Motion by Weinert, supported by LaFore, to approve the Schedule of Bills for July 20, 2023
through August 21, 2023 in the amount of $45,073.11.

Motion by Reindel, seconded by Ball, to adopt the agenda as presented

ITEMS FOR CONSIDERATION
1. Approval of DTE Parking Lot Lighting
Administration reviewed the lighting proposal from DTE for the installation of two (2) light poles
near the dumpster enclosures in the parking lot project (located on Forest, between Water and
Monroe St.).
The light fixtures will be located in the middle of the parking lot. They will provide more lighting
as they have a double fixture, and are the same lighting fixtures that are currently installed in the
municipal parking lot.
Authority Members were happy that DTE held the original pricing proposal at the same rate from
nine (9) months ago when the initial proposal was written.
Weinert suggested installing décor lighting (string lighting) from the old poles to the buildings for
Phase 2 of this project.
Motion by Reindel, seconded by Weinert, to approve the proposed parking lot lighting contract
with DTE in the amount of $15,014.99 and authorize the City Manager to sign the contract.
Discussion on motion:
LaFore commented on the condition of the existing utility poles.

Administration asked for feedback from the TIFA in changing the type of flowers in the planters
throughout the City due to the current appearance of what was utilized this year. The consensus
was to go with what Jusko’s recommends.
Shred Day is scheduled for Saturday, August 26th from 12pm – 3pm in the City Hall Parking Lot.

Reindel mentioned the unsightly appearance of the parking signage at Starrcraft Brewery.
