SEPTEMBER 27, 2023
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON SEPTEMBER 27, 2023, BY VICE-CHAIRMAN REINDEL
Present: Ball, LaFore, Reindel, Weinert, Yelencich
Absent: Garant
Others: Director Moore, City Clerk McCallister
Visitors: None
Motion by Ball, supported by Yelencich, to excuse Authority Member Garant from tonight’s
meeting.
All yeas Motion passes
APPROVAL OF MINUTES
Motion by Weinert, supported by LaFore, to approve the minutes from August 23, 2023, as
presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, supported by Weinert, to approve the Payroll Expenses for August 18, 2023
through September 7, 2023 in the amount of $5,760.35 and the Schedule of Bills for August 22,
2023 through September 18, 2023 in the amount of $55,058.67.

Motion by Ball, seconded by Yelencich, to adopt the agenda as presented

ITEMS FOR CONSIDERATION
1. Adoption of 2024 TIFA Meeting Schedule
Motion by LaFore, seconded by Ball, to amend the 2024 TIFA Meeting Schedule to reflect a
date change from Wednesday November 27th to Tuesday, November 26th, 2024 and the
remainder of the 2024 meeting schedule as presented.

2. Christmas Programming
The annual Community Tree Lighting and Santa Parade event has been restructured to include
two (2) cash drawings; one (1) funded by TIFA and the other by the Good Old Days Festival.
Parade applications will be mailed out to the eighty-six (86) registered golf cart owners for
participation in the Santa parade. Wireless speakers will be used for better sound projection in
the roadway. RAHGS has indicated they will alter the time of their event to 3:30pm-5pm as their
number dropped off as it got closer to the time of the tree lighting.
The Christmas Committee discussed the following ideas earlier in the day:
Art students paint the local businesses front windows
Festival of trees/wreaths event
Pictures with the Grinch and pets
Food trucks and tables to allow people to congregate longer at the event
Moore ask for additional ideas or suggestions from Authority members.
Reindel suggested a TIFA member be appointed to the Christmas committee. Nick Yelencich
was volunteered for the committee.
It was suggested the Christmas decorations be hung in the new parking lot when the poles are
installed.
MISCELLANEOUS MATTER FROM THE DIRECTOR
Letters have been mailed out to the remaining business to encourage participation in the Phase
2 downtown lighting project. Jon and Nicole are scheduling meetings with the property owners.
Ranhorn has been contacted that we would like to do a phase two (2) soon.

The new sign for the Aud has been ordered from PrintAll as well as a sign on Division for Aud
parking. A landscaping plan from D & E will be discussed at the next City Council Quarterly
meeting.
The anticipated donation of the property located at 69089 Main St. has been rescinded and
recently sold to a real estate company.
The City Audit is being finalized.
CHAIRMAN AND AUTHORITY MEMBERS
Weinert reminded Authority member of the Cemetery Walk on 9/30 (tickets $15 per person).
The event will be recorded by RichmondTV.
Reindel mentioned a sink hole in the church/RVFD parking lot. City Manager stated DPW
already has it on their schedule.
ADJOURNMENT
Motion by Ball, supported by Yelencich, to adjourn the Tax Increment Finance Authority
meeting at 7:30pm.
