APPROVED 11/21/23 TAX INCREMENT FINANCE AUTHORITY MINUTES OCTOBER 25, 2023 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:03 P.M., ON OCTOBER 25, 2023, BY CO-CHAIRMAN REINDEL Present: Ball, Gillies, LaFore, Reindel, Yelencich Absent: Garant, Weinert Others: Director Moore, City Clerk McCallister Visitors: None Motion by Ball, seconded by Yelencich, to excuse Authority Members Garant and Weinert from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Yelencich, seconded by LaFore, to approve the minutes from September 27, 2023, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Yelencich, to approve the Payroll Expenses for September 8, 2023 through October 19, 2023 in the amount of $8,332.49 and the Schedule of Bills for September 19, 2023 through October 16, 2023 in the amount of $90,276.79. Discussion on motion: Authority member Ball questioned the golf cart expense item on the schedule of bills. The City Manager confirmed that this is a recurring expense in the Community Promotions line item as the Police transitioned from using donated side by sides to golf carts during the Festival. All yeas Motion passes CORRESPONDENCE Revenue and Expense Report for September, 2023 City Council Minutes for the October 2, 2023 Regular Meeting City Council Minutes for the September 18, 2023 Regular Meeting Received and filed the correspondence as presented. TIFA Mtg: 10/25/2023 Page 1 of 3  APPROVED 11/21/23 PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Yelencich, seconded by Ball, to adopt the agenda as presented All yeas Motion passes ITEMS FOR CONSIDERATION 1. Downtown lighting proposal/Rauhorn Phase 1 lighting, which included twenty-three (23) businesses was installed in the spring of 2022. The proposal from Rauhorn Electric Inc. is to install a Phase 2 of the downtown lighting project. Administration is trying to acquire agreements from an additional four (4) businesses in the North Business District. Motion by LaFore, seconded by Yelencich, to approve the Downtown Lighting quote from Rauhorn Electric in the amount of $7,001, with a potential of additional businesses being added at a cost of approximately $869 per business. Discussion on motion: Authority members wanted to know if the remaining businesses are aware that there is no cost to them when signing the lighting project agreement. There was also a suggestion to have the outlets checked to streamline the process of adding new lights as it appears lights seem to be out intermittently. Administration indicated that it is clear that there is no expense to business owners to participate in the lighting project. All yeas Motion passes 2. Christmas Tree Lighting/Santa Parade The Community Tree Lighting and Santa Parade Event is the largest event TIFA supports, and is well received by businesses and the community. Some of the changes that were being made this year are the following:  Christmas Cash – Richmond Area Good Old Days Festival has donated $250 toward a second cash prize  Santa Parade Trophy (Traveling plaque) -Best Business -Best Organization -Best Golf Cart  Community Tree Lighting - Life Media Tech will set up a sound system (on a trial basis) and will monitor sound levels throughout the event in hopes of purchasing a new replacement P.A. System. TIFA Mtg: 10/25/2023 Page 2 of 3  APPROVED 11/21/23 MISCELLANEOUS MATTER FROM THE DIRECTOR Improvements at City Hall – Twenty five (25) trees and matching landscaping were planted on the grounds. The trees were part of a grant that was received from Macomb County. The Picture Committee is working on the timeline project for the Community Room and a new pedestal case that will display artifacts will be lobby will be installed. CHAIRMAN AND AUTHORITY MEMBERS LaFore asked for the status of the Good Old Days Barn project. Ball welcomed Authority member Gillies Gillies thanked the Mayor and City Council for approving his appointment to the TIFA. Administration indicated prior budget documents will be provided in the next month or two to provide background information on current budget trends. Yelencich welcomed Authority member Gillies and asked the TIFA if there were any issues they would like addressed at the next Christmas committee meeting.
