NOVEMBER 21, 2023
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON NOVEMBER 21, 2023, BY CHAIRMAN GARANT
Present: Garant, Gillies, LaFore, Reindel, Weinert, Yelencich
Absent: Ball
Others: Director Moore, City Clerk McCallister
Visitors: None
Motion by Reindel, seconded by LaFore, to excuse Authority member Ball from tonight’s
meeting.

APPROVAL OF MINUTES
Motion by Reindel, seconded by Yelencich, to approve the minutes from October 25, 2023, as
presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, seconded by Weinert, to approve the Payroll Expenses for October 20, 2023
through November 8, 2023 in the amount of $2,024.68 and the Schedule of Bills for October 17,
2023 through November 8, 2023 in the amount of $61,662.52.

ITEMS FOR CONSIDERATION
1. 2nd PA 57 Public Meeting
This is the second (2nd) of two, official Public Informational Meeting necessary to meet the
State’s reporting requirements of the State Department of Treasury. Meeting invitations were
sent to the Macomb County Clerk, City Clerk and the President of the Macomb Community
College. These invitations are required to be sent to any agency to which we capture taxes
from.
Director Moore gave a brief overview of the current TIFA fund balance and asked Authority
members to begin thinking about projects they would like included in the upcoming budget.
2. Chili Cook-Off Discussion
The Chili Cook-Off will be held on Saturday, February 3, 2024 at the Roosevelt Civic Auditorium
this year. The Rybar family has been covering all costs related to the Chili Cook-Off as a
memorial gift in memory of Ron Rybar.
Administration is working on ways to make the event more successful and asked Authority
members for additional recommendations.
It was the consensus to find an ice carver for this event in honor of former Chairman Bill Ruff.
Motion by Reindel, seconded by Yelencich, to approve the expense not to exceed $7,500, for
an ice carver/sculpture for the Chili Cook-Off Event, scheduled for Saturday, February 3, 2024.

MISCELLANEOUS MATTER FROM THE DIRECTOR
The City will be closed Thursday, November 23 –Friday, November 24 for Thanksgiving. Moore
will be off on Wednesday, November 22. Christmas decorations will be going up on Sunday,
November 26. They are still looking for entries for the Santa parade; if interested contact
Jennifer Hill. The Christmas Open House invitations have gone out - save the date (December
8th).
The conduit is in the parking lot so DTE is working on it. One additional business (Party Store)
has been added to the Phase 2 lighting project. The dentist office (69089 Main Street) currently
has a dumpster for “project clean-up”. Will also reach out to the new owner regarding
downtown lights.

CHAIRMAN AND AUTHORITY MEMBERS
Gillies – Happy Thanksgiving
LaFore – The Good Old Days informational sign needs updating. Suggested TIFA consider
purchasing a new one.
Garant noted his pleasure in all the successful accomplishments the TIFA has made in 2023.

Motion by Reindel, supported by Yelencich, to adjourn the Tax Increment Finance Authority
meeting at 7:29pm.
