MINUTES
JANUARY 24, 2024
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:00 P.M., ON JANUARY 24, 2024, BY CHAIRMAN GARANT
Present: Ball, Garant, Gillies, LaFore, Reindel, Weinert, Yelencich
Absent: None
Others: Director Moore, City Clerk McCallister
Visitors: None
APPROVAL OF MINUTES
Motion by Reindel, seconded by Weinert, to approve the minutes from November 21, 2023, as
presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, seconded by Ball, to approve the Payroll Expenses for November 9, 2023
through January 18, 2024 in the amount of $19,682.82.
All yeas Motion passes
Motion by Reindel, seconded by LaFore, to approve the Schedule of Bills for November 9,
2023 through January 18, 2024 in the amount of $112,606.82.
All yeas Motion passes

ADOPTION OF AGENDA
Motion by Reindel, seconded by Yelencich, to amend the agenda to include #3 Item for
Consideration – Repair to Streetscape Sign.
All yeas Motion passes
ITEMS FOR CONSIDERATION
1. Discussion on FY202425 TIFA Budget
Administration gave an in-depth explanation on some of the budget items (Community
Promotions, Administration Fees and Equipment Rental line items).
The TIFA Board discussed potential future projects that may be included in upcoming budgets.
The top items the Authority members would like to see added are:
Parking lot improvements - Temporary parking (millings) on the parcel the City owns just
north of the beauty shop and a possible partnered project with the City/TIFA to expand
the parking lot at the Aud.
Leaf vacuum truck
Small family skate rink at the Aud
Mobile arrow board sign and trailer
Authority members discussed discontinuing the community promotion in the Blue Water
Vacationland Magazine and Macomb promotional magazine.
No other comments were received
2. Consideration of Chamber Business Directory
The former Greater Romeo-Washington Chamber of Commerce, now called the Northern
Macomb Regional Chamber of Commerce will be printing its first directory since the name
change. In support of the new Chamber of Commerce, and to encourage growth of the
membership in this area, administration recommended purchasing an ad in the directory.
Motion by Weinert, seconded by Reindel, to approve the purchase of a 1/8-page ad for $295.

3. Consideration of Repair to Streetscape Sign
The entryway sign at the corner of 33 Mile Road and M-19 was hit by a vehicle. The post on the
right hand side along with the finial at the top needs to be replaced.
Motion by Reindel, seconded by Yelencich, to approve the quote from Signarama in the
amount of $2,375 to repair the sign at 33 Mile Road and M-19.

MISCELLANEOUS MATTER FROM THE DIRECTOR
There are continued efforts to maintain the ice rink in Beebe Park, but due to the recent weather
conditions it has not been open so far this season.
Jeff Wolf has agreed to construct the ice carving(s) at the chili cook off event.
BIggby Coffee will open next week, and the development of Wendy’s was approved by the
Planning Commission earlier this month. A new signed lease for a Coffee Shop, a non-profit
geared at training challenged individuals, will be opening soon; the location is unknown at this
time.
CHAIRMAN AND AUTHORITY MEMBERS
Reindel requested the DPW continue to replace the lights in the fire department.
Reindel brought up the possibility of including E-Sports on the City State Champ signage.

Motion by Ball, supported by Reindel, to adjourn the Tax Increment Finance Authority meeting
at 7:44pm.
