APPROVED 04/24/2024 TAX INCREMENT FINANCE AUTHORITY MINUTES MARCH 27, 2024 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON MARCH 27, 2024, BY CHAIRMAN GARANT Present: Garant, Gillies, LaFore, Reindel, Weinert Absent: Ball, Yelencich Others: Director Moore, City Clerk McCallister Visitors: None Motion by Reindel, seconded by Weinert, to excuse Authority members Ball, and Yelencich from tonight’s meeting All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by LaFore, to approve the minutes from January 24, 2024, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Reindel, to approve the Payroll Expenses for January 19, 2024 through March 8, 2024 in the amount of $10,595.59. All yeas Motion passes Motion by Weinert, seconded by LaFore, to approve the Schedule of Bills for January 19, 2024 through March 4, 2024 in the amount of $29,376.10. All yeas Motion passes CORRESPONDENCE Revenue and Expense Report for February, 2024 City Council Minutes for the February 19, 2024 Regular Meeting City Council Minutes for the February 5, 2024 Regular Meeting City Council Minutes for the January 15, 2024 Regular Meeting City Council Minutes for the January 15, 2024 Quarterly Meeting Received and filed the correspondence as presented. TIFA Mtg: 3/27/2024 Page 1 of 3 APPROVED 04/24/2024 PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Reindel, seconded by Weinert, to adopt the agenda as presented All yeas Motion passes ITEMS FOR CONSIDERATION 1. Discussion on FY202425 TIFA Budget Director Moore reviewed specific items included in the proposed FY2024-25 TIFA budget. Some of the potential future projects that are being proposed pertain to Equipment Acquisition, Capital Improvement and Transfer Out line items. A map, cost assessments for the proposed projects, and spec sheets were included for Authority members to review. Budget items that were discussed: Equipment Acquisition:  Purchase of changeable copy arrow board and replacing summer seasonal banners. Contractual-Façade Program:  Downtown Revitalization and Project Clean up Streetscape Improvements:  Paving of the main Municipal Parking Lot on the west side of Main Street Other Projects:  Purchase of concrete picnic tables and installation of concrete pads, Social District signage, and the potential of TIFA contributing funds towards the purchase of the Aud parking lot property. Transfer Out:  Cost sharing for the purchase of the leaf vacuum Reindel is pleased to see Phase 2 of the Streetscape Parking Lot Improvements listed. Although not opposed to the purchase of the Aud parking property, does not want to see other projects delayed due to this contribution towards the purchase. Garant agrees with all of the proposed projects that were mentioned. TIFA Mtg: 3/27/2024 Page 2 of 3 APPROVED 04/24/2024 LaFore is pleased to see many of the projects accomplished. Weinert would like to see the addition of picnic tables in the main municipal lot. Reindel asked for an update on the lighting upgrade in the parking project. Administration will follow up with DTE on the status of the work. There was a discussion on the usage of the Aud and the increased programs and activities that have been implemented since the renovation. Consensus of the TIFA members is that all are comfortable with the proposed projects for the FY2024-25 fiscal year budget. MISCELLANEOUS MATTER FROM THE DIRECTOR A new coffee shop, Rising Star Academy, that incorporates job training for developmentally challenged individuals, will be opening in the late spring. A grant was recently submitted for the purchase of two (2) new bike racks and another grant application (DNR) will be submitted for the installation of a new pavilion and the replacement of the play structure. CHAIRMAN AND AUTHORITY MEMBERS Weinert will be attending a meeting at the Aud on 4/27 with the Macomb County Historic Alliance where a presentation of the revitalization of the Aud will be shared. ADJOURNMENT Motion by Reindel, supported by Gillies, to adjourn the Tax Increment Finance Authority meeting at 7:49pm.
